Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Equal Employment Opportunity (EEO) is recruiting for one (1) Confidential Agency Investigator M2, to function as the Deputy Director of EEO, who will:
• Serve as the Deputy Director in the administration of the EEO investigations division; direct activities of
staff that interview subjects and/or witnesses; examine and analyze public agency records; maintain
investigative records; prepare reports; and make investigations.
• Administratively direct three (3) EEO Counselors in the training and development of techniques in
conduction of non-criminal investigations of discrimination complaints made by or against agency
official employees, contract agencies through interviews and records examination to determine
EEO violations.
• Maintain relationships with representatives from Federal, State, and municipal agencies regarding
investigative, legal, and administrative issues and/or concerns, as they relate to EEO matters;
testify at hearings as required.
• Conduct EEO and Diversity and Inclusion Training sessions for HRA Executive and Senior Managers.
• Provide ongoing, targeted and “special request” EEO and D & I training in locations/RC/Offices where
it appears that EEO issues/concerns are playing a major factor in that particular environment.
• Prepare and assist in the development of EEO curricula following prescribed formats to achieve annual
mandated EEO training objectives for executive, managerial and line staff.
• Organize orientation sessions and workshops for agency staff and clients/others by presenting
information using activities, experiences, audiovisuals, and other visual aids, to achieve training
objectives and/or increase employees’ areas of competence.
• Oversee preparation of specific EEO training sessions and workshops geared towards resolving
workplace conflict whenever a contentious situation arises by providing consultations in difficult
situations.
• Act as the EEO Director in the absence of the Director, and in this capacity is responsible for all EEO
office decisions.
• Serve as Agency Coordinator for Americans with Disabilities and distribute incoming requests for
reasonable accommodation.
• Serve as a Panel member for Structured interviews for Executive and Senior level positions.
• Serve as a member of revised HRS Administrative Review process.
