Job Description
Salary range is $55k to $115k, with a midpoint of $85k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under general direction, the Senior Business Analyst coordinates and administers division initiatives and projects, performs business and process improvement analysis, supports the implementation of the department’s business and organizational plans, processes, and methods, and performs highly complex/advanced administrative initiatives and assignments. The Senior Business Analyst performs the full range of analytical, research, and problem solving duties and participates in the development, implementation, and administration of assigned projects for Tacoma Link; assists with allocating department resources in line with department goals and objectives; provides input and guidance into developing processes, policies, and procedures for department functions; and performs other projects/duties as assigned by the Tacoma Link Maintenance Manager.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Develops and administers division initiatives and projects; takes assignments from original concept through final implementation.
• Works with department/division management and staff to formulate, implement, and sustain effective programs, procedures, and process improvements.
• Works to research processes and create efficiencies and better reporting of department information, data, and metrics through existing and new department reporting mechanisms to a variety of audiences.
• Assists with the administration of the Tacoma Link capital program to include compiling the annual department budget materials, monitoring monthly capital budget variance reports, assisting staff with inputting departmental budget and staffing requests and forecasts.
• Oversees a variety of reports related to projects, division metrics, and staff reports; works with staff to ensure reports and presentations are completed according to Agency standards and in a timely manner; coordinates directly with division leadership to review and finalize materials.
• Supports Tacoma Link in space planning efforts, consultant colocation planning, non-revenue fleet vehicle assignments, and other functions critical to the division.
• Manages and leads projects in assigned area of responsibility; develops and manages project specific scopes, schedules, and budgets; interfaces and works cooperatively with other Agency departments to implement and support Department wide programs.
• Serves as resource to Division in preparing materials and reports as required by Federal Transit Authority.
• Collaborates with Tacoma Link Management to coordinate allocation of division resources, and implementation of plans and programs in-line with department/division goals and objectives and agency values; assists with special projects; interfaces with division staff to ensure effective communications of division scorecard goals and objectives; and facilitates implementation of agency goals within the division.
• Provides leadership and consistency among division resources for consistent delivery of policies, procedures, and guidelines.
• Monitors the progress of division audits to support the timely and sufficient response and facilitate the timely and effective implementation of audit recommendations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in public administration, business administration, or closely related field and four years of experience in performing project management, research, and analytical duties involved in planning or public policy and/or experience providing high level project/program support to executive level staff; OR an equivalent combination of education and experience. Experience in transit operations or other service delivery field preferred.

Physical Demands / Work Environment:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
