Full-Time Executive Director Board of Ethics ( BOARD OF ETHICS APPOINTED)

Job Description

Under general supervision, plans, manages, administers and conducts the activities of the Board of Ethics’ business office. Ensures Board of Ethics assignments are completed in an expedient, professional, and confidential manner including, but not limited to, investigating or participating in investigations regarding the ethical conduct of public servants, as defined by the Detroit City Code. Conducts research and compiles information necessary for the preparation of Board of Ethics advisory opinions. Prepares educational materials and conducts training programs for public servants regarding the Detroit ethics ordinance. Responds to inquiries from members of the Board of Ethics, public servants, the media, and the public.

Examples of Duties:

Reviews and investigates complaints of unethical behavior, as defined in the Detroit City Code, of public servants.
Compiles and documents findings of investigations.
Reviews requests for advisory opinions. Coordinates the researching of rules, procedures and ethical standards to provide advisory opinions.
Completes and presents required records and reports including, but not limited to, progress reports, complaint reports, and annual reports. Ensures the confidentiality of investigation studies and findings as required by law.
Conducts routine correspondence on behalf of the Board of Ethics.
Confers with counsel from the Law Department to obtain legal advice
Directs staff engaged in clerical support activities.
Acts as spokesperson for the Board of Ethics. Meets with individuals or makes presentations to groups regarding Board of Ethics operations.
Develops and implements an ethics training program for public servants.

Minimum Qualifications:

    Master’s degree in Public or Business Administration or equivalent experience of at least 5 years.

    Five years of related work experience. Management responsibility or authority in a position having a focus on investigative and research work.

    A Juris Doctorate degree from a law school approved by the American Bar Association (ABA) is desirable as well as membership in the State Bar of Michigan (SBM).

    LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:

The duration of certification or promotion to this class shall be at the discretion of, and determined by, the Board of Ethics. No tenure shall vest in this class. Persons being appointed to this classification will be required to execute an employment agreement and assent to the at-will nature of their employment. Upon removal, the employee may be terminated or reverted to a previously held classified position.

Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.

DISTINGUISHING CHARACTERISTICS:

    Work is performed in a typical office environment with some exposure to computer monitors. Work hours are often irregular because of required attendance at meetings and conferences as well as travel to sites to obtain or present information.
