Full-Time State Professional Services Engineer

Job Description
- Lead and manage all phases of professional and specialized firm contract administration, contract and invoice reviews, and approvals.
- Manage and direct all phases of Professional and Specialized Services Firm (PSSF) contract procurement/administration and invoice approvals.
- Serve as NCDOT’s PSSF Technical Expert leading business units and modal divisions on all standard and unique PSSF contracting opportunities.
- Develop, implement, and monitor policies and procedures for procurement and administration of PSSF to ensure fairness and compliance with State and Federal Regulations.
- Oversee and monitor approval of our SAP workflow.
- Supervise, direct, and guide a team of senior engineers and support staff to ensure completion of timely approvals of PSSF contracts, task orders, and invoices.
- Lead resolution on issues raised by the Office of Inspector General, External Audit, and the Financial Management Divisions, and issues involving contract and pay rate disputes.
- Monitor and complete performance evaluations for junior advanced-level engineers and support staff.
- Provide coaching on staff performance and the progress of their professional development.
- Act as a technical advisor for NCDOT, industry committees, and work groups.
- Manage web-based ads, establish standard documentation, and provide reviews and approvals of labor estimates for Local Government Associations’ Professional and Specialized Services Contracts.
- Provide oversite and leadership on PSMU’s overall programs, program delivery, staff and staffing, budget, and resources.
- Experience leading staff applying professional engineering, theories, techniques, practices, and procedures to ensure work adheres to local, state and federal regulations.
- Experience anticipating, addressing, and resolving complex problems, making timely decisions, collaborating to facilitate program delivery, and increasing organizational effectiveness.
- Experience developing or reviewing scope, labor estimates, contracts, progress reports, consultant evaluations, and invoices.
- Experience managing and directing staff, leading multi-disciplinary teams through process improvements and conflict resolution, promoting teamwork, and fostering communication among staff and consultants.
- Experience developing, interpreting, and applying NCDOT and FHWA Procurement processes and policies related to Professional and Specialized Services Firms (PSSF) and Qualifications Based Selection (QBS).
- Bachelors degree in engineering, and
- 6+ years progressive engineering experience, and
- 4+ years of supervisory experience; or
- An equivalent combination of training and experience.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
