Job Description

The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Technical Assistance Resource Center (TARC) in the Early Childhood portfolio within the US Division has an opening for a fiscal Senior Training & Technical Assistance Associate, reporting to the MIECHV TARC Project Director II.

Across the United States, EDC builds the capacity of home visiting programs through the MIECHV TARC to address social determinants of health and to better serve and support pregnant people, families, and children. Funded by the Health Resources & Services Administration, the MIECHV Program is designed to build on the strengths of families to ensure the well-being and school readiness of children in high-risk communities.

ESSENTIAL FUNCTIONS

The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

The Senior Training & Technical Assistance Associate provides professional development training and technical assistance, contributing further to the organization’s intellectual capital, and developing name recognition as a leader in the field; assignments have high visibility and large potential new business impact; s/he initiates and executes diverse, strategic, and high-impact projects, or is responsible for particular phases of a large, very complex project, involving:

  • providing fiscal technical assistance to MIECHV awardees virtually and/or in-person with an emphasis on fiscal monitoring and grants management
  • responding to requests by the federal funder and awardees to meet their needs such as fiscal sustainability, evolving funding opportunities, fiscal considerations for transition planning
  • collaborating with a multidisciplinary team of TA specialists
  • coordinating fiscal products and technical assistance approaches with federal advisor
  • consulting with specialists, other experts and serving as a liaison between parties
  • expert research, needs assessment,  planning, strategizing, piloting, program promotion
  • writing; editing
  • conceptualizing and leading product dissemination, evaluation, customization
  • documenting & cataloguing
  • maintaining documentation of technical assistance
  • guiding facilitation of adult learning and web-based learning
  • developing high-visibility presentations
  • leading proposal design & development and project implementation
  • investigating solutions to potential problems, which may result in products, programs, services or inventions
  • analyzing trends and identifying opportunities
  • developing innovative techniques

 

The Senior Training & Technical Assistance Associate:

  • Builds knowledge and capacity of organizations and staff
  • Advises, consults and collaborates with senior management and project staff to provide information on new concepts associated with expanding existing products &/or programs
  • Guides feedback exchanges; provides expertise to others
  • Expands contacts and strengthens client relations; develops business and professional relationships by communicating technical information to professional or civic communities, government agencies, “stakeholders” or institutions
  • Oversees quality and compliance related to fiscal technical assistance
  • Oversees administrative and logistical coordination related to fiscal technical assistance
  • Troubleshoots complex problems and coordinates solutions
  • Initiates or coordinates cross-center or interdepartmental research efforts and activities
  • May provide administrative supervision or direction to junior staff
  • May advise on complex training or curriculum design projects; may lead design projects or supervise multiple events
  • Travels occasionally, when travel resumes

Qualifications

This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

  • Master’s degree in accounting, business or equivalent and 7-10 years experience working in a related or equivalent combination of education & experience required
  • Must have experience managing, auditing and/or training on federal grants management, with preference given to experience with HRSA
  • Certification in a related discipline preferred
  • Multimedia technology skills
  • 1–3 years prior project management or program development experience; demonstrable leadership skills
