Job Description
Ocean Associates Inc. (OAI), together with our teaming partner, IBSS, seeks a full-time Communications Specialist to support the National Oceanic and Atmospheric Administration, Center for Operational Oceanographic Products and Services (CO-OPS) in Silver Spring, MD. CO-OPS is the authoritative source for accurate, reliable, and timely tides, water levels, currents, and other coastal oceanographic and meteorological information. The person in this position will provide support for stakeholder engagement, outreach, and/or technical assistance regarding products and tools related to flooding and inundation.
Key Responsibilities may include:
- Engagement and outreach support requires identifying stakeholders (e.g. end users, partners, and other audiences), developing focused and strategic engagement plans, including key messages and questions, executing those plans, and using input gained to inform product or service delivery improvements.
- Stakeholder engagement responsibilities may include developing partnerships, designing and implementing engagement tactics (e.g. surveys, focus groups, and interviews, and other social science methodologies), developing and facilitating engagement workshops, and communicating findings.
- Communicate findings from stakeholder needs assessment and engagement to various federal, state, regional, and national management authorities, environmental organizations, and the water resource community through plans, reports, presentations, briefings, and other outreach activities, toward the goal of developing or improving actionable information for coastal decision-making.
- Coordinate with existing internal efforts on customer engagement and technical assistance.
- Support development of training materials and courses related to oceanographic products and services.
- Technical assistance responsibilities include serving as a liaison between external partners and CO-OPS subject-matter experts for technical support and training regarding flooding and inundation products and tools.
- Technical assistance also may include responding to users’ data and product requests, creating training materials, and providing outreach on CO-OPS products and services to users and partners.

Requirements and Experience:
- Master’s degree in some combination of communications, stakeholder engagement, and marine policy with knowledge or experience in oceanography, geodesy, or marine science. Candidates with a graduate degree in social science and demonstrated knowledge of coastal science may also be qualified to perform this task. With a master’s degree, at least two years of relevant experience are also required. If the candidate has a doctorate degree (with or without a master’s), no additional professional experience is required.
- Must have had coursework or professional experience in communications, marketing, and outreach.
- Requires demonstrated skill in communicating, both orally and in writing, complex scientific principles to non-scientific audiences.
- Requires superior interpersonal and networking skills, particularly with respect to engaging stakeholders and building professional networks. Experience with surveys, focus groups, and other social science methods is preferred.
- Requires a demonstrated ability to organize and self-manage workload, collaborate well with others, and meet deadlines.
- Must be proficient in using the Microsoft Windows operating system, Microsoft Office applications, and Google’s Collaboration Suite (e.g., Docs, Sheets, and Slides) for analyzing data and developing and editing documents and presentations.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.
