Full-Time Public Works Engineering Transportation Division Manager

Job Description

Job Summary

 

This position manages and oversees the program and personnel activities for the Transportation Division in Public Works.  It is responsible transportation planning, engineering, field operations (signals, signs, pavement markings) and preservation for Clark County Public Works.  This position manages an annual budget of approximately $13 million per year, consisting of approximately $4 million in internal staff and approximately 9 million of field operations work.

 

Administrative responsibilities include acting as County Traffic Engineer, as defined by WAC 308-330, development and refinement of program goals, setting and managing objectives and measurable outcomes, ensuring alignment with the County Code, State law, application of the county practices across the design and construction of capital projects.

 

Qualifications

Valid driver’s license

 

Bachelor’s Degree from an accredited college or university with major course work in civil engineering or any other discipline applicable to the requirements of the position; and five years of increasingly responsible engineering and project or program management experience, including the supervision of professional and technical staff.

 

Registration as a Professional Civil Engineer in the State of Washington or the ability to obtain within 6 months of hire.

 

Five to seven years of progressively responsible experience in a closely related field, preferably in a public works or community development agency.

 

2 years demonstrated management experience, managing a group of technical personnel, developing budgets, developing and achieving program goals and objectives.

 

All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.

 

The ideal candidate will have the following strengths:

 

  • Demonstrated aptitude in applying professional knowledge and understanding to complex capital project concerns
  • Understanding and knowledge of applications of the MUTCD, WSDOT Design Standards
  • Experience in traffic signal, signing and striping maintenance and operations in urban and rural applications.
  • Demonstrated project delivery
  • Understanding of use of restricted funds on capital projects, including but not limited to REET II, County Road Fund, Traffic Impact Fees.
  • Ability to work collaboratively within Public Works and with neighboring agencies.
  • Dedication to continuous process improvement.

Salary Grade: M2.833 ($7,925.00 – $11,193.00) per month
