The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Program Specialist 5 position at Olympia, WA. This position reports directly to Compliance and Adjudications Manager in the WSLCB’s Licensing and Regulation Division. The position serves and complements the WSLCB’s mission and goals by serving as the program expert administering the statewide licensing programs according to the statutes and rules by development and implementation of internal business processes, policies and procedures; consulting with agency legal counsel; evaluating program needs, measures and successes; and facilitating conversations with appropriate agency staff, stakeholders, and the community. In this role, you will also review and approve high-level, complex documents related to licensing liquor and cannabis businesses.

Duties
Some of the duties you will perform are:
- Review liquor and cannabis related business contracts according to state statutes and WSLCB rules (including) third party delivery and internet sales for liquor licensees, intellectual property agreements and similar contracts for cannabis licensees.
- Review Sports and Entertainment Facility Operating Plans to make sure there is compliance with applicable laws, rules, and policies while ensuring public safety measures are being met.
- Review new and transferred cannabis title certificates for consistency with state laws and rules.
- Review safety and operating plans for related to new liquor applications (for example, axe-throwing) for safety and regulatory compliance.
- Collect, review, and assess information related to licensed liquor and cannabis businesses related to bankruptcies, receiverships, and estates.
- Exercise independent judgement and delegated decision-making authority regarding application of the cannabis and liquor licensing statutes and rules to ensure fairness and accuracy.
- Provide leadership and maintain a working relationship with internal and external stakeholders and associations; explains positions on complex program issues.
- Consult with agency legal counsel as needed with documents pertaining to licensing decisions and other matters connected to applicant or licensee appeals.
- Collaborate with agency legal counsel.
- Provide direction to Licensing staff regarding requirements for complex liquor and cannabis contract reviews.
- Research and implement best practices to provide insight to Division management about new or unusual proposals for liquor licensees.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Eight (8) years of professional experience planning, policy analysis, coordination, drafting new or updating existing policies and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
Option 2:
An Associate’s degree
AND
Six (6) years of professional experience planning, policy analysis, coordination, drafting new or updating existing policies and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
Option 3:
A Bachelor’s degree
AND
Four (4) years of professional experience planning, policy analysis, coordination, drafting new or updating existing policies and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
Option 4:
A Master’s degree or above
AND
Two (2) years of professional experience planning, policy analysis, coordination, drafting new or updating existing policies and consultation with a variety of public and private agencies, organizations, and/or levels of government, including experience implementing equity and inclusion programs, working in and with diverse and historically underserved communities and/or leading change initiatives within an organization.
Preferred/Desired Qualifications:
- Certification in a program focused on DEI.
- At least five years of relevant experience.
- Experience in program design, development, management, and evaluation.
- Experience in an organization with a social justice focus.
- Experience serving as representative on multi-agency DEI related committees.
- Experience with positive organizational culture change.
