Overview: 

NSIN is hiring a full-time National Service Program Manager, a complete application of resume and cover letter is due February 15th, 2021.

 

Although the day-to-day duties and responsibilities of this role vary, the National Service Program Manager spends their time: 

  • Planning, executing, and evaluating programming within NSIN’s National Service Portfolio. This will initially include NSIN’s  Technology and National Security Fellowship (TNSF) program.
  • Designing and launching new National Service programming 
  • Managing relationships with NSIN industry and academic partners and DoD/military customers 
  • Engaging with the NSIN Regional Network and Communications teams for program execution 

 

About Your New Team: 

NSIN is a U.S. Department of Defense (DOD) organization with the mission to build networks of innovators that generate new solutions to national security problems. NSIN does this by building communities of non-traditional defense problem solvers from the academic and venture communities, exposing these communities to national security problems through direct interaction with DoD end users, and supporting the further development and transition of these solutions into the DOD. The principal way in which NSIN achieves its mission is through three mutually supporting portfolios of programs: National Service, Collaboration, and Acceleration. NSIN’s Regional Network Team will be physically located in more than 35 different locations throughout the United States and is responsible for building the new communities of problem-solvers through which NSIN executes its programs. About Your New Role:

The National Service Program Manager helps build and execute programming within the National Service Portfolio. All National Service programs focus on leveraging talent from industry and academia to solve some of DoD’s hardest problems. The programs managed and program manager’s roles and responsibilities may change over time, but the incumbent will start by managing the TNSF program.

 

Program Managers serve as the principal owner for all programs and services given to them by their Portfolio Director. This includes development, planning, resourcing, and execution of all components and phases of program execution and measuring assigned programs (or services) through the development of Key Performance Indicators and/or other measures of efficiency and efficacy. The National Service Program Manager will also help identify gaps and seams within the portfolio and have the opportunity to design pilot programs in order to fill these gaps. (60%) 

 

Program Managers work directly with the NSIN Regional Team, composed of 10 Regional Directors and 35 University Program Directors, to deliver their NSIN programs across the nation. This includes the management of DoD customers for all assigned programming, working with members of the Regional Team to create bespoke National Service programming that leverage unique competitive advantages of each region, and actively facilitating feedback to continually improve program design and execution. (30%)

 

Program Managers work with the NSIN Communications Team to collaboratively develop and manage the brand of the NSIN programs and capture the successes from programs so the Communications Team can effectively market NSIN’s work to both internal and external stakeholders and the public. (10%)

 

What We Are Looking For in a Teammate:

  • A true passion for national security and national security problem solving
  • Demonstrated interest in technology and human capital
  • Proven track record of program management experience, including resource prioritization, budgeting and developing measures of effectiveness and efficiency.
  • Demonstrated experience in building new partnerships
  • Strong interpersonal communications skills, including oral and written skills
  • A desire to work in a distributed organization that highly values a team mentality
  • Foresight, maturity, and the ability to present thoughtful and data driven solutions to complex problems
  • Strong analytical skills
  • Possess at least an earned B.A./B.S. degree from a regionally accredited institution of higher education (or international equivalent)
  • Ability to work out of Arlington, VA
  • U.S. Citizenship required 

 

Compensation

This position is a federal contractor position up to GS-12/13 Level Compensation, depending on experience and education.
