About Your New Team:
NSIN is a U.S. Department of Defense (DOD) organization with the mission to build networks of innovators that generate new solutions to national security problems. NSIN does this by building communities of non-traditional defense problem solvers from the academic and venture communities, exposing these communities to national security problems through direct interaction with DoD end users, and supporting the further development and transition of these solutions into the DOD. The principal way in which NSIN achieves its mission is through three mutually supporting portfolios of programs: National Service, Collaboration, and Acceleration. NSIN’s Regional Network Team will be physically located in more than 35 different locations throughout the United States and is responsible for building the new communities of problem-solvers through which NSIN executes its programs. About Your New Role:
The National Service Portfolio Director is charged with developing and executing all pilots and programs within NSIN’s National Service Portfolio. Additionally they will manage the portfolio’s team consisting of a Deputy Portfolio Director and five Program Managers. This position reports directly to NSIN’s Managing Director and is a member of the NSIN Leadership Team. The National Service Portfolio’s mission is to “create new opportunities for service”. The Portfolio does this by “building models of service that account for generational and cultural differences between the military, academic, and venture communities; and providing flexible pathways to official service within the Department of Defense.” NSIN’s theory of defense innovation is fundamentally focused on human capital, and the National Service portfolio director is primarily charged with increasing the diversity and quality of the DoD’s talent pool. The National Service Portfolio Director must be able to execute at the strategic and operational levels in order to ensure high performing programs in support of NSIN’s enterprise objectives and NSIN’s Regional network Team. In order for the DoD to solve problems differently we need new and different problem solvers! The National Service Portfolio Director is responsible for fundamentally changing the talent pool available to address our most pressing National Security challenges.
What We Are Looking For in a Teammate:
- a passion for bringing talented people into national security service who otherwise would not be involved;
- experience expanding opportunities for service to communities of underrepresented minorities;
- prior experience working in two or more of the following communities: national security, academia, and/or the start-up world so that you can operate most effectively with NSIN’s three constituencies;
- at least ten years of relevant DoD, Personnel Policy, and Program Management experience;
- an eagerness to accept risk and try new things that might fail in order to identify and fill gaps and seams in the portfolio’s programming;
- the ability to analyze and evaluate competing priorities and responsibilities to effectively multitask and delegate work share;
- an innate need for teamwork, and the desire to work in a highly collaborative, matrixed team environment;
- experience leading an organization or team through periods of rapid scaling and growth;
- familiarity and belief in lean startup principles (build, measure, learn);
- an unquenchable passion to change the way that DOD solves its problems. NSIN is engaged in hard work and there are long, tough days fighting a daunting bureaucracy;
Compensation
The incumbent will be compensated at a level equivalent to a GS-15.
