Job Summary
Are you interested in performance measurement and management in the public sector? Are you fascinated by the data, analytics and decision-making that impact an organization and a community? If so, the City of Bellevue is looking for you to be our next Performance Analytics Intern. This position offers rare experience doing hands-on performance and analytics work in a future-focused local government: developing a methodology for a maturity assessment of citywide performance practices and culture, creating performance indicators and dashboards for operational services, and consulting with city departments on how they manage their people and resources to best achieve outcomes that benefit the community.
This internship position is located within the city’s Finance & Asset Management Department, which is home to the city’s performance measurement program (PMP). The PMP concentrates on citywide performance measurement and management, providing coordination and administration to the organization while using data and evidence to inform decision-making. The PMP assists city staff at all levels identify performance goals and measures as well as to problem solve issues related to workload, effectiveness and efficiency. PMP staff also deploy community surveys, manage the city’s online performance reporting, and provide relevant training to the organization. Essential Duties and Responsibilities
In collaboration with city Finance & Asset Management staff and other key stakeholders, the intern will:
- Support citywide performance measurement and management efforts to promote and improve the use of data and evidence to inform decision-making.
- Design a system for categorizing metrics for operational decision making and reporting to city council and leadership; and developing related processes for the collection and maintenance of performance data and dashboards.
- Work with city leadership and other staff to assess program activities and outcomes, generate and/or re-evaluate key performance indicators, and create performance dashboards and other visual management and reporting tools.
- Conduct data analysis and database management for city activities, including program management, data review meetings, process improvements, community surveys, and budget development.
- Help manage projects, facilitate meetings, and provide management analysis where needed to support the performance measurement program.
Qualifications
- In order to be considered for an internship you must be currently enrolled in school, in pursuit of a degree.
- Ability to manage projects, facilitate meetings, conduct interviews, and perform best practices research.
- Familiarity with performance measurement and management practices and principles. (Work or volunteer experience in this area preferred but not required.)
- Interest in business intelligence and data analytics, including practices, platforms and visualizations. (Work or volunteer experience in this area preferred but not required.)
- Familiarity with local government structures and operations. (Work or volunteer experience in this area preferred but not required.)
- Excellent oral and written communication skills.
- Excellent interpersonal skills.
- Ability to perform independently when clear direction is provided.

Hours: Maximum 20 hours per week (As required for interns while enrolled in school.)
Start Time: September 2021. Internship will last 10 weeks, with the option to extend to the end of 2021.

Definition of a Student Intern (Added by HR to Online Posting)
- Must be enrolled in a bona fide education program. Full time employees taking evening classes, those enrolled in one course, or those going to school periodically are not considered student interns.
- During the school year must be scheduled to work 20 hours or fewer per week.
- During special situations (i.e. specific internship programs through school) or during school breaks, can be scheduled to work more than 20 hours, up to full time, if appropriate.
- Must be terminated as a student intern when no longer associated with an education program.
- At-will for the duration of the student intern status.
