Your opportunity at a glance
The WSLCB Enforcement and Education Division is announcing an exciting opportunity for a Management Analyst 4 (Project Manager, Non-IT) project position in Olympia, WA. This position is expected to last until the project is completed or funding is exhausted. It is expected to last to at least June 30th, 2025.
The incumbent will serve as the Project Manager (Non-IT) overseeing the Cannabis Reporting and Traceability project and will report to the permanent Enforcement and Education Project Manager. Under general direction, this position will monitor and manage aspects of an assigned division project by using standard project management techniques including creating project estimates, reporting, and resource and capacity planning. This position will also supervise the temporary Project Community Engagement Specialist.

Duties
Some of the duties you will perform are:
- Plan all stages of the project, from initial concept through successful completion, continually managing risks and issues throughout the process.
- Develop detailed project management documentation including project charters and scope statements.
- Set up project management frameworks and structures.
- Develop and maintain a project management plan that establishes processes, protocols, and controls for each project management knowledge area.
- Develop project work plans to reflect a project’s work breakdown structure (WBS), deliverables, tasks, task dependencies, schedule, and resource assignments. Manage the project based on the developed plan and update the plan as required.
- Identify project risks and develop mitigation strategies to minimize their likelihood of occurring and/or impact. Identify project issues and maintain an accurate and complete issues log.
- Lead community engagement activities and ensure deliverables from community engagement are completed.
- Analyze and use community engagement feedback to identify business process changes.
- Provide reliable and professional recommendations to executive management as it relates to project management and program implementation.
- Lead traceability project development using process improvement strategies and including working with agency/institution IT staff to determine future system, equipment, software, policies, procedures, and staffing requirements.
- Ensure the project meets scope, schedule, cost, risk, and quality expectations while creating value for our customers.
- Guide, oversee, and lead the project team ensuring project activities, communication, risk, and stakeholder engagement are consistent and integrated.
- Use tools and techniques available through agency resources, PMI standards, and LEAN methods to ensure efficient fact-based decision-making.
- Supervises a project Community Engagement Specialist (MA3) who will coordinate internal and external outreach efforts for the Cannabis Traceability project.
- Sets performance expectations and provides evaluation of work. Provides coaching and counseling; recommends hiring and disciplinary actions to the permanent Enforcement and Education Project Manager.
Qualifications
Required Qualifications:
Eight years of professional experience conducting research and analyzing polices, laws, rules, or regulations.
The above experience must consist of two or more of the following areas:
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
- Supervising
OR
An Associates degree in business administration, public administration, law, public health, health administration or related field.
AND
Six years of professional experience as listed above.
OR
A Bachelor’s degree or above in business administration, public administration, law, public health, health administration or related field.
AND
Four years of professional experience as listed above.
