Class Concept – Operates in a team-oriented environment providing information technology support to Montgomery County departments, offices, and agencies under the Board of County Commissioners.

Job Duties – Create and maintains data warehouses, data stores, and data marts for departmental and cross-departmental data.  Administers database clusters, server farms, and data migration and integration functions.  Advises IT management on cross-departmental data and document management strategies, including on premise and cloud/offsite hosting.  Maintains inventory of software and data systems.

Designs, develops, and maintains data repositories, databases and other data storage technologies (SQL Server, Oracle, etc.).  Creates databases, views, and stored procedures, and performs queries against data repositories, databases and other data storage technologies. Leads projects, including on premise and cloud/offsite software services. Coordinates solutions with county staff, consultants and external vendors. After implementing new technology and processes, would develop the corresponding documentation, training and processes needed to maintain platform.

Oversees the identification, documentation and remediation of issues related to system or business processes, enhancements, bugs or new business requirements.  Creates and executes test plans and tests according to project requirements to ensure software integrity and software quality.  Answers user inquiries and assists users in resolving problems.  Conducts seminars and workshops, and trains users on software applications and related computer operations.  Oversees requests for modifications to hardware and software to maintain responsiveness to user needs and to ensure efficient operation.

May supervise and manage the activities of technical staff, prioritize work, and prepare staffing resource plans as requested. May perform staff evaluations, training, praise, coaching and discipline.

Uses approved project management procedures and processes implemented by the organization to meet the above objectives and provides project updates to the PMO, senior technical staff, stakeholders, IT supervisors and managers as required.  Assumes responsibility for the maintenance of relevant project management information, including milestones and deliverables. Develops and presents reports and presentations for county management and other stakeholders.

Evaluates hardware and software needs, recommends and coordinates acquisition of computer equipment, peripherals, communication devices and software. Prepares specifications and bid documents.

Other departmental duties as assigned.

Minimum Class Requirements – A Master’s degree in a closely related field and two years progressive IT experience or Bachelor’s Degree in computer science, information systems or a closely related field, and four years of progressive IT experience or Any combination of education and experience in an amount equal to the minimum qualifications stated above. Must have valid Ohio Driver’s License with acceptable driving record and show proof of insurance.
