The WSLCB Information Technology Services Division is announcing an exciting opportunity for IT Business Analyst – Senior/Specialist at Olympia, WA. This project appointment is anticipated to last through June 30, 2025. This position reports to the Services Owner Manager in the WSLCB’s Information Technology Services Division.
The position serves and complements the WSLCB’s mission and goals by working closely with cross-divisional teams and interacting with technical service owners, system product owners, and business subject matter experts to independently design technology solutions using data gathered from multiple business and technical sources. Additionally, this position analyzes system features and functions for optimal usability based on BABOK and TOGAF principles.

Duties
Some of the duties you will perform are:
- Establish short-term and long-term unit goals and objectives, ensuring alignment with the Division’s strategic plan.
- Lead, mentor, and coach staff by providing advanced support in complex problem-solving, work-related activities, answering questions, providing direction/guidance on how to approach work assignments, and provide timely and meaningful feedback in process improvement activities.
- Provide staff with the information, resources, tools, training and authority needed to complete work assignments within scope, schedule, and budget. Ensure staff maintain alignment with BABOK and WSLCB standards.
- Develop, update, monitor, communicate, and enforce agency standards associated with systems and business analysis.
- Independently and proactively seek to understand division, agency and state strategic objectives, ensuring that systems and services maintain alignment whenever possible. Document and communicate where alignment is not met and facilitate the implementation of remediation and/or mitigation plans.
- Review team member activities and documented resolutions. Identify problem areas, and independently devise and deliver solutions to enhance quality of service to ensure consistency and ongoing maintenance and operations of the agency’s IT portfolio.
- Develop and deploy mechanisms to proactively engage colleagues, customers, and partners in developing standards. Seek colleague, customer, and partner input while investigating, developing, and reviewing of standards on a regular basis. Communicate standards regularly to colleagues, customers, and partners.
- Leveraging advanced knowledge of a wide range of business and systems analysis principles, elicit and maintain requirements related to: Business, Software, Hardware, Network, Cyber Security.
- Lead the independent determination and technical feasibility of highly complex solutions, and the definition of application and information system scope and objectives, based on business needs. Propose options for new product features and process improvements based on advanced knowledge of the systems, testing outcomes, and process improvement principles.
- Elicit and elaborate functional, non-functional, business, and technical requirements from product owners(s), key stakeholders, subject matter experts (business and technical) using BABOK techniques, i.e. interviews, document analysis, requirements meetings, prototypes, business process analysis, use cases and/or user stories, scenarios, tasks, workflow analysis and other techniques as needed using an incremental and iterative approach to design and document technology and business process solutions.
- Translate functional, non-functional, business, and technical requirements into use cases and/or user stories and define acceptance criteria using Azure Dev Ops or Team Foundation Server (TFS).
- Use TFS to log use cases and user stories and use MS System Center Service Manager (SCSM) ticketing system to ensure that stakeholders are notified with detailed requirements and procedures if an application or information system enhancement/modification is necessary or provide training to ensure stakeholders understand how the system is designed to function.
- Independently convert requirements into various types of models or diagrams using the BABOK techniques, i.e., process mapping, decision tables, value streams, and data flows using MS Visio to describe aspects of the requirements.
- Develop root cause analysis processes and procedures, which includes defining the problem, gathering the data and documenting the evidence so that root cause-analysis is performed systematically with given conclusions. Identify the system interoperability associated with the problem. Identify the root causes that, if changes are made, will prevent reoccurrence. Trace issues through multiple complex systems and provide solutions. Determine which causes can be solved within available resources and do not cause other problems. Implement the solution(s). Observe the solutions to ensure effectiveness of performance improvements.
Qualifications
Required Qualifications:
Progressive experience, advanced knowledge and demonstrated aptitude in following:
- Solutions analysis standards and progressive experience independently developing and managing systems analysis standards at the senior level.
- Requirement elicitation, elaboration, and management practices. Progressive experience at the senior level in leading the elicitation, elaboration, and management of requirements, and documenting functional and non-functional requirements, technical specifications, and system diagrams for complex applications and information systems.
- Independently developing and monitoring highly technical system documentation standards.
- Independently developing and maintaining process standards for system requirements and documentation in software, hardware, network, and cyber security related projects/efforts, products, and services.
- Advanced-level technical consulting skills; demonstrated experience providing tactical and strategic analysis and consulting services related to highly complex technology products and services.
- Working level knowledge and demonstrated experience applying Enterprise Architecture principles and standards to technology solution designs and artifacts.
- Baseline understanding of software quality assurance standards and practices.
- Baseline understanding of project management.
Preferred/Desired Qualifications:
- Broad IT domain experience in three (3) or more of the following technical areas: Applications Development, Enterprise Architecture, IT Project Management, IT Vendor Management, IT Quality Assurance, Infrastructure, and Application Maintenance and Support.
- A valid Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification.
- Progressive experience in, and demonstrated ability to, analyze highly complex, highly political technical issues and requests, presenting concise, relevant, and well-documented findings in alignment with industry standards and best practices as well as state, federal and agency policies and procedures.
- Experience with Microsoft SQL.
- Demonstrated ability to access code to manage work items within Microsoft Azure DevOps (ADO) and/or Team Foundation Server (TFS).
- Experience applying Business Analysis Body of Knowledge (BABOK) techniques.
- Experience reading and analyzing legislative bills and communicating impacts to different levels of staff.
- Experience managing low to medium risk technology projects.
- Experience working in an Agile environment.
