Full-Time Intelligent Transportation Systems Development and Design Project Engineer

Job Description
- Manage ITS design coordinating with Traffic Systems Operations and oversee contract management.
- Oversee ITS design plans, including field investigations, construction plans, project special provisions, and cost estimates.
- Lead, supervise, and direct engineering staff and Private Engineering Firms (PEFs) in ITS project design, implementation, and field inspections for system acceptance testing.
- Review and approve plans, project provisions, material submittals, and contract deliverables across project delivery types (Bid Build, Design-Build, CM/GC, etc.) ensuring adherence to timelines.
- Manage PEF prequalifications, contract scoping, negotiations, and administration to maintain project compliance and efficiency.
- Evaluate and recommend current and proposed ITS and Signals products for inclusion on the Qualified Products List (QPL).
- Collaborate with the Statewide Traffic Operations Center (STOC), Regional Traffic Management Centers (RTMCs), Highway Divisions, and other agencies to improve transportation system efficiency and reliability.
- Support TSMO by providing feedback and coordination for grant applications to secure local, state, and federal funding for ITS deployments and operational improvements.
- Handle special assignments and demonstrate adaptability in problem-solving and management styles.
- Travel statewide and occasionally nationally.
- Experience with traffic engineering and traffic operations concepts, practices, and theories.
- Experience preparing, developing, reviewing, and overseeing technical drawings, specifications, and designs.
- Knowledge of contract management, including scoping, negotiating, and administering PEF contracts.
- Demonstrated ability to work with various NCDOT personnel, municipalities, private engineering firms, and contractors.
- Registered as an NC Professional Engineer.
- Who can safely operate a state vehicle.
- Proficient with CADD and GIS mapping.
- With the agility to climb rough terrain, ladders, and ride in a bucket truck.
- Familiar with communications technologies used in traffic management center architecture and equipment, including serial, Ethernet, and IP technologies.
- With knowledge of the National Electrical Code (NEC) and National Electrical Safety Code (NESC) for evaluating Utility Make-Ready and construction plans.
- Who understand Traffic Engineering and ITS Architectures to ensure compliance with the National ITS Architecture.
- Bachelor’s degree in engineering, and
- 4+ years of progressive experience, and
- 2+ years of supervisory experience; or
- An equivalent combination of education and experience.
