Hybrid Telework Opportunity

Under direction, the Associate Governmental Program Analyst (AGPA) will perform a variety of analytical, consultative, and evaluative tasks related to the administration of Human Resources Services within the department. This includes supporting functions such as payroll, benefits, worker’s compensation, position control, and other HR-related activities. The AGPA will use initiative and independent judgment to analyze complex data, develop solutions, and prepare reports while adhering to regulations, policies, and procedures. The role requires ensuring efficient resource management, promoting HR best practices, and fostering a culture of continuous improvement, innovation, and digital agility. The AGPA will provide guidance on HR policies, develop training programs, engage proactively with staff, and contribute to a collaborative work environment that encourages departmental excellence and resilience.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 2-3 years of experience in Human Resources, specializing in Payroll and Benefits.
  • 2-3 years experience in Human Resources, specializing policies and procedures.
  • 2-3 years experience collecting, analyzing, and presenting data to management for process improvement initiatives in Human Resources.
  • 2-3 years experience maintaining/organizing confidential personnel files, records, and documents.
  • 2-3 years experience encouraging a culture of continuous improvement, adaptability, and resilience.
  • 2-3 years experience establishing priorities, creating work plans, and tracking progress on special projects within Human Resources.
  • 2-3 years experience drafting a correspondence for distribution to an organization from an administrative support unit.
  • 2-3 years experience dealing with sensitive issues that have a high level of conflict within Human Resources.
  • Demonstrated ability to remain flexible with constantly changing priorities including the ability to take the lead when needed on completing time sensitive and high priority assignments with appropriate speed and urgency without sacrificing quality.
  • Demonstrated ability to use interpersonal, networking and conflict resolution skills to effectively represent the needs and interests of your organization and leadership.
  • Commitment to delivering high-quality customer service in all aspects of the role.
  • Proven track record of motivating and engaging employees, ensuring alignment with an organizations mission and values.
  • Ability to develop and maintain effective and cooperative working relationships, as well as interact with individuals at all levels in a professional manner.

ASSOCIATE GOVERNMENTAL PROGRAM ANALYST Education: The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either 1 Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or Or 2 Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.) Special Personal Requirements Demonstrated ability to act independently, open-mindedness, flexibility, and tact. STAFF SERVICES ANALYST Candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment. Equivalent to completion of the 12th grade; and Four years of experience performing analytical, technical, clerical, and/or customer service duties.
