About the Subject Matter Expert (SME)
The Subject Matter Expert (SME) for Title III of the Older Americans Act (OAA) will be a critical contributor to the Older Americans Act Performance System (OAAPS) project. This technology project focuses on maintaining, enhancing, and developing an IT dashboard with basic data visualizations for performance reporting data. It aims to ensure readability and usability of reports, provide technical assistance to grant recipients, and complete system development and enhancements across different technology environments. The SME ensures the OAAPS project complies with OAA Title III regulations by providing technical expertise, guidance and insights into policies, regulations and operations requirements.
The SME will work an average of 20 hours per week (with a schedule fluctuating between 5 and 25 hours per week, based on project needs). Though a remote position, the SME should be able to work an Eastern Time schedule.
Key Responsibilities:
- Program Expertise & Advisory:
- Provide expert guidance and interpretation of OAA Title III regulations, ensuring compliance with federal, state, and local policies.
- Advise program managers, service providers, and stakeholders on best practices in delivering Title III services, including strategies for program improvement and expansion.
- Compliance and Regulatory Support:
- Assist in ensuring that all Title III services meet the requirements of the Older Americans Act and related federal and state regulations.
- Review and assess program policies, procedures, and operations for compliance and recommend necessary changes or enhancements.
- Training and Technical Assistance:
- Assist to develop and deliver training sessions, workshops, and materials for staff and stakeholders on Title III service delivery, reporting requirements, and compliance issues.
- Provide ongoing technical assistance to program staff and local agencies, offering solutions to operational challenges and questions.
- Provide SME support to other program staff, related to matters such as application architecture, ACL infrastructure, processes, and the Title domain.
- Data Analysis and Reporting:
- Guide the collection and analysis of data related to Title III services, ensuring accuracy and completeness for OMB submissions, performance reports, and other regulatory requirements.
- Assist in preparing reports for federal, state, and local agencies, offering expert insights into trends, gaps, and outcomes related to Title III services.
What you bring to the table:
- Minimum of 5 years of experience working with OAA Title III regulations and service delivery. Experience working with Title VI and VII of the OAA or similar programs for older adults is a plus.
- Bachelor’s or Master’s degree in a related field.
- Strong analytical and problem-solving skills.
- Expertise in regulatory compliance, program management, and data reporting related to aging services.
- Excellent written and verbal communication skills, with the ability to convey complex information to diverse audiences; Ability to work collaboratively with multiple stakeholders, including government agencies, nonprofits, and service providers.
- Relevant certifications in aging services or compliance may be preferred.
BCT offers a competitive total compensation package that, for this part time position includes a target start rate of $65 per hour, paid vacation, sick, personal and holidays and participation in a fully vested 401k plan with company match. This is a remote position, located in any of the fifty United States or Washington, DC. BCT Partners works primarily on Eastern Time, though we do have staff in all four time zones.
