The Oregon Health Authority has a fantastic opportunity for an experienced Health-Related Social Needs Analytics Lead with an excellent team. This is a full-time, permanent, (non-supervisory) position with Health Policy and Analytics.
What you will do!
This position is the lead for Health-Related Social Needs (HRSN) and Health Information Technology (HIT) Analytics Program, a new program that will develop, implement, and operate new HRSN, Community Information Exchange (CIE) and Health Information Exchange (HIE) data collection, analysis, community collaboration processes, and reporting. The HRSN and Health IT Analytics Program will provide technical and data support to the OHA divisions working to implement Oregon’s historic 1115 Medicaid Waiver (2022-2027) and support Oregon’s Medicaid/Oregon Health Plan program. In particular, this team focuses on new Medicaid HRSN services, such as housing and food supports, and reporting on tools used to manage referrals and coordinate health care and social services for Medicaid members undergoing major life transitions (e.g. transitioning from carceral settings or child welfare).
The Health-Related Social Needs Analytics Lead will help to build a small and collaborative team of research and policy analysts. This position will lead this team to develop, analyze, and publicly report HRSN data to community groups, policy makers, program leadership, health care and social service partners, partner agency leadership and consumers. This will include:
- Leading efforts around identifying and meeting data needs identified internally and by community partners;
- Leading the team to produce meaningful data reporting and visualizations, including products like data dashboards;
- Preparing narratives for federal and state reporting;
- Coordinating with analytics and program staff within OHA and across state agencies;
- Applying principles of data equity and working to create conditions for data justice in communities throughout program efforts.
Work Location: Optional 100% remote, 100% in-person or hybrid options are available, with office space in Salem or Portland.

Salary Range: $6,901 – $10,161 / monthly

What we are looking for:
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
Desired Attributes:
- Experience applying principles related to health equity in research, data collection, policy and data analysis, and/or communication of data.
- Experience in promoting a culturally responsive and inclusive work environment.
- Experience with Medicaid and/or Medicare programs; health care delivery system; and/or health care policy, including Oregon’s healthcare transformation initiatives and priorities.
- Experience in establishing and leading analytic efforts, particularly related to health-related social needs (e.g. housing, food) or social determinants of health data.
- Track record of evaluating data from diverse state and private programs, identifying trends, and providing analytics support for policy proposals, especially related to health-related social needs and/or data equity.
- Proven ability to work collaboratively with diverse partners, including government agencies, community-based organizations, and private entities.
- Demonstrated experience in designing and leading the preparation of narrative reports, presentations, dashboards, and other communication products to convey analysis results effectively.
