Primary Purpose:
Lead and guide the Grid Assessment transmission planning team in the annual studies for the SDGE bulk power system. Develop and update the annual study plan in conjunction with the California ISO and assign/review the required process to complete the technical analysis. Develop cost-effective solutions to mitigate new and existing problems on the transmission system to safely deliver reliable power to SDGE’s customers. Work with other departments to obtain internal and external approvals for the proposed transmission projects. Prepare and complete the annual GA report and make it available. Continually work to improve skills and capabilities to better lead the Grid Assessment team and process.
Duties and Responsibilities:
Provides day to day supervision, coaching, training and development for the direct reports; varying in levels from Engineers, Transmission Planning Analysis, and other professions.
Manages the annual Grid Assessment planning studies. This includes development of the study plan, allocation of planning resources, reviewing the results for technical accuracy, and compiling the final GA report.
Develops and manages transmission reliability projects identified in the annual Grid Assessment planning study, including presentations to the Technical Review Committee, Budget Committee, California ISO, California PUC, and other stakeholders. Monitors ongoing reliability projects to ensure they meet planning requirements (in-service dates, capacity, etc.).
Coordination between other departments within SDGE such as Engineering, Project Management, Environmental Service, Regulatory Affairs, etc.
Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
Bachelor’s Degree Electrical Engineering with emphasis in power systems is preferred, but Mechanical Engineering with relevant utility experience and/or modeling power systems is acceptable.
5-7+ Professional experience within transmission planning or related technical experience.
An understanding of electric power engineering is required.
Requires knowledge of engineering practices and concepts, cost analysis, and Company policies.
Must have an understanding of systematic/scientific approaches to problem solving, and posses the ability to apply them to the planning function.
Apply engineering/technical principles to analyze and resolve problems.
Ability to understand complex technical issues, propose and implement solutions, and anticipate the consequences of such solutions.
A strong understanding of steady-state load flow analysis, voltage stability (transient and post-transient), and NERC, WECC, and CAISO transmission planning standards is required.
Experience and proficiency with the General Electric Positive Sequence Load Flow (PSLF) electric power flow model is strongly preferred.
Must possess ability to effectively interact with various departments to maintain open lines of communication.
Must clearly and concisely communicate technical information and concepts with various levels of management in both formal and informal settings.
Must be able to prepare written communications on technical and non-technical matters for various levels of management and customers.
Must have good computer proficiency and knowledge of spreadsheets and database analysis tools.
Must be able to work effectively with technical staff, technical experts, and stakeholders.
Must possess the ability to review problems and propose innovative solutions, which involve technical, operational and economic issues, and may link new concepts and technologies.
Must possess knowledge of SDGE electric transmission system, and understand SDGE’s electric transmission and substation design and construction standards.
Excellent customer service abilities are required.
We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
Must reside in Southern California or be willing to relocate upon hire.
Licenses and Certifications:
Licensed Professional Engineer in the state of California or equivalent professional certification is required.
