Your opportunity at a glance:
The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 1 position in Olympia, WA. This position reports to the Beer and Wine Tax Unit Supervisor in the WSLCB’s Finance Division. In this position, you will perform professional entry-level financial review and analysis of accounting, auditing and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), governmental auditing standards, statutes or regulations. You will monitor, analyze and process tax reports monthly, track late and missing tax reports, and contact licensees regarding past due Beer and Wine reports. In this role, you will also provide clear and effective communication to external customers regarding reporting compliance with tax collection and payment laws, rules, policies and procedures. In addition, you will serve as the first level responder to the main contact telephone number for the Beer and Wine Tax Unit and respond to incoming telephone calls and emails for reporting and general questions.If you have an interest in analyzing and processing tax reports produced by the tax and fee accounting systems with a focus on process improvement, we encourage you to apply to be a part of the WLSCB team!

- Some of the duties you will perform are:
- Process financial data according to accounting performance standards
- Enter original monthly/quarterly/annual reports into Tax and Fee Systems
- Verify accuracy of all Tax and Fee System data input
- Process incoming and returned mail for Tax and Fee Units
- Assist licensees with Online Reporting and Payment Systems
- Track late and missing tax reports and prepare written notices to inform licensees of compliance requirement
- Follow up with LCB Enforcement Officers for assistance as needed
- Batch and scan reports in preparation of indexing to the Enterprise Content Management System
- Prepare monthly calendar of responsibilities and due dates, distribute to Beer and Wine Tax Unit staff
- Refer missing reports to LCB Enforcement Officers monthly
- Prepare or update desk manuals as changes occur in processes or duties
- Monitor, track and test Tax and Fee System enhancements
- Qualifications
- Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting. Intermediate skill level with Microsoft Office Suite, particularly Microsoft Excel.OR
Option 2:
An Associate’s degree, which includes 18 quarter or 12 semester hours in accounting. Intermediate skill level with Microsoft Office Suite, particularly Microsoft Excel
ANDAt least two (2) years of relevant professional experience in financial, fiscal, accounting, auditing, payroll, etc.
OR
Option 3:
At least four (4) years of relevant professional experience in financial, fiscal, accounting, auditing, payroll, etc. And the required accounting credit hours or a commitment to attain the required credit hours in 18 months. Intermediate skill level with Microsoft Office Suite, particularly Microsoft Excel.
ANDAbility to:
- Explain Tax and Fee accounting standards and WSLCB policies to customers outside of the Financial Division.
- Explain reporting requirements to external customers.
- Become proficient in Tax and Fee Systems, Enterprise Content Management System and internal WSLCB systems.
- Help customers navigate a personal computer to create account and submit reports electronically.
- Learn Microsoft Teams phone system.
- Learn MyPortal Leave System, The Learning Center, and iSeries.
Preferred/Desired Qualifications:
- Six-month experience with the Office of Financial Management’s (OFM) Agency Financial Reporting System (AFRS) and Financial Toolbox and Enterprise Reporting Systems.
- Knowledge, understanding and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM).
- Experience with Electronic Filing Systems.
