Job Description
The Driver and Vehicle Licensing Agency (DVLA) are a multi-award-winning executive agency of the Department for Transport (DfT) and one of the biggest employers in South Wales with more than 6,000 staff.

The DVLA are a finance team of around 140 FTE’s and work closely with all areas of the DVLA providing a challenge, support and advisory service. It collects nearly £8 billion in Vehicle Excise Duty (VED) for His Majesty’s (HM) Treasury, with an expenditure budget of over £500 million and planned income of over £600 million. As a Financial Planning & Analysis Accountant, you will be part of the Strategic Finance Group, responsible for financial modelling and investment appraisals through business partnering to support the organisation in achieving its strategic objectives and delivering value for money for the taxpayer.
Please note this role is known internally by HR as a Senior Qualified Accountant.
Responsibilities:
This role relates predominantly to ‘Financial Modelling’ and ‘Investment Appraisal’ through effective business partnering.
As a member of the Finance Procurement & Investment Support Team, you will take the lead and provide expert advice, support and challenge on Procurement and Project Business Cases.
The role includes reinforcing and communicating best practice regarding the financial aspects of business cases across the Agency.
The main duties and responsibilities of the role include, but are not limited to:
- To act as subject matter expert on financial regulations, including the Treasury Green Book and other guidance on investment appraisal.
- Business partnering, including engagement with key stakeholders and Subject Matter Experts in order to collate data for input into business case cost models and business cases
- To provide assurance to the Finance Director and Accounting Officer that decisions are being taken in accordance with all appropriate financial controls and delegated authority.
- Produce Investment documents for presentation at relevant Board meetings, and attend those meetings where required.

You will develop a deep understanding of our business, working with colleagues and stakeholders across different disciplines to drive the agenda. You must have experience:
- Working to deadlines while ensuring compliance with policies and procedures
- Leading on the production of financial analysis, a financial model or a financial report and presenting the results
- Building good working relationships to facilitate delivery against tight deadlines
- Excellent verbal and written communication skills, including tailoring your style to a variety of stakeholders
- CCAB membership (or equivalent) is essential for this role
