Reporting to the Chief Financial Officer, the Executive Director, Financial Planning (ED) will lead, direct, and manage the Financial Planning Division which includes activities related to Corporate-wide strategic financial planning and budgeting. Serving as a key member of the Finance and Treasury Senior Management Team, the ED sets the overall direction for Financial Planning and provides strategic advice to all divisions regarding financial issues and budgeting strategies. The ED will oversee the development and delivery of the City’s budget process including public consultation and coordinate the policy and business framework of short and long term Financial Planning, including the development of procedures and processes to ensure responsive service delivery. An effective leader, the ED will deliver ongoing leadership by using management techniques, implementing change management processes, and developing personnel to respond to a changing work environment, enhance division performance, and meet the expectations of Council, the community, and stakeholders. Representing the City with respect to the budget/budget process as well as City financial planning and management policies is a key responsibility of the ED, all while developing strong working relationships with senior management and provincial government officials regarding financial matters.
Along with an undergraduate degree in a relevant discipline and ideally an accounting designation, the successful candidate will be a thoughtful and experienced leader, comfortable with the complexities of financial planning operations within a complex structure. Experience leading financial planning and budgeting within a public-sector environment is key; municipal experience is an asset. They will possess exceptional leadership and management experience that fosters innovation and a culture of excellence.
