Job Description

Job Overview:

The Tennessee Department of Health (TDH) Office of Informatics and Analytics (OIA) is recruiting an Epidemiologist- Data Portal Coordinator to develop and support a user interface for a department-wide, public-facing data portal as a part of a Centers for Disease Control and Prevention (CDC) initiative for Data Modernization. The development of the data portal will enhance data accessibility for the public, department staff, and stakeholders by allowing users the ability to view and download data and data products across multiple health indicators and explore information via visualizations including maps, tables, graphs, and reports. This position will be filled as a contract position.

During the first phase of this new project the Epidemiologist will work with a wide variety of stakeholders to develop the technical requirements for the data portal including collaborating in the development of project scope, reviewing potential tools/platforms (e.g. Adobe Experience Manager (AEM), Comprehensive Knowledge Archive Network (CKAN)), and working with relevant data stewards in the Department to understand data definitions, quality concerns, and other data-specific issues. Importantly, the Epidemiologist will also work in concert with a program and IT analyst team to develop a library to capture information on currently available Department data products, liaise with subject matters experts to standardize metadata templates, operationalize the data portal, and create documentation about the portal (e.g., user guides, FAQs). The first phase will be considered complete when the portal is accessible to the public and users are able to search the library and link to or retrieve the desired data product.

The Epidemiologist will also develop a plan for future scalability of the data portal to ensure that the solution is able to grow across data sets and systems. Subsequent phases of the data portal will include, increasing the number of data products integrated within the portal and developing additional data visualizations and dashboards that allow users the ability to dynamically explore health indicators and information. The Epidemiologist will coordinate with OIA’s Data Governance unit to oversee and enforce data confidentiality and suppression rules. The Epidemiologist will also assist the OIA visualization team on other office and departmental visualization tasks, as needed.

As a member of the Office of Informatics and Analytics, the Epidemiologist will gain experience translating complex public health data to diverse audiences and facility, developing innovative data visualizations using newly emerging techniques in the fields of data science, biostatistics, and informatics.

This position may require some in-state and possible out-of-state travel. There is also the potential for presentation and public speaking opportunities. TDH staff assist with emergency response situations when necessary.

Salary: Based on education and experience with a minimum starting rate of $5,756 per month.

Key Requirements:

• Knowledge of the planning, development, testing, and execution process for new interfaces
• Ability to collaborate with a wide variety of stakeholders and translate customer needs into technical requirements
• Experience working with public health data strongly preferred
• Experience developing Tableau dashboards is required; experience with other visualization software preferred
• Ability to multitask with competing priorities

Education and Qualifications:

Minimum Qualifications:

The preferred candidate will have an MS or MPH in health informatics, public health, or a related field, and two (2) years’ experience in deployment or implementation of application systems, foundations in system design and analysis, or a quantitative background and training in data visualization.

OR

Bachelor’s Degree in health informatics, public health, or a related field and (5) years’ experience in deployment or implementation of application systems, foundations in system design and analysis, or quantitative training in data visualization.

Preferred Qualifications:

Facility with Tableau and experience with SQL, R, or SAS. Expert communication and collaboration skills.
