Diversity, Equity & Inclusion Development Manager
(WMS 2)

We are seeking a passionate leader in Diversity, Equity, and Inclusion to lead a DEI training program for Washington State’s public employees. As leader of a new initiative, you will grow this position as well as your team to be the trailblazers and influencers of statewide DEI implementation. The success of this program is a key element of creating a state government workforce that embeds equity and justice into every action, and is critical to fulfilling Governor’s Executive Order 12-02 (Download PDF reader) to proactively build a diverse, inclusive and culturally competent workforce.

What you will be doing:
As the DEI Development Manager, you will lead a team of learning professionals to continually develop and deliver the State government’s diversity, equity and inclusion training and development program. In partnership with state leaders and DEI practitioners, you will drive the preparation and delivery of required DEI training for the current and next generation of public service employees throughout Washington State. You will help build a more inclusive and respectful work environment, impacting workforce and agency success.

You will be responsible for leading a team of learning design and delivery professionals by utilizing skills in team development, project management, coaching, training, and continuous process improvement. Through program implementation and quality assurance, you will lead the ongoing development of training content that meets the standards developed by an interagency DEI training committee. You will consult with partners throughout state government, and through this collaboration ensure the continued success of the State’s DEI training efforts. You will be accountable to partners across state government for designing, developing, implementing, sustaining, and evolving learning solutions for growing cultural competency.

The DEI Development Manager is a proven leader with advanced knowledge in DEI and in adult learning. The right candidate will possess both the competencies to manage a large scale interagency project, as well as manage the work of a team of professionals to help develop and deliver the curriculum. They are a talented manager with an entrepreneurial mindset, who demonstrates collaborative leadership, knows how to attain results, and has a record of building and sustaining integrated partnerships.

The Workforce Support and Development (WSD) Division helps agencies create a healthy work culture by acting as a central source for agencies to receive assistance, guidance and services in finding talent, job/career development, and employee wellbeing. The mission of WSD is to help attract and retain a highly motivated, engaged, and skilled workforce. Duties

Some of what you will enjoy doing:

  • Oversee the ongoing design, development and implementation of training and development curricula that includes accessible, responsive, and evidence-based offerings, and collateral (i.e. web-based courses, instructor-led, job-aid, etc.) opportunities to progress through DEI competencies.
  • Create and set clear objectives, and ensure evaluation and assessment of program effectiveness and continuous improvements to meet expectations of partners and learners.
  • Build partnerships across state government to grow diversity, equity, and inclusion training and development for a more culturally competent workforce.
  • Serve as a contact, resource and subject matter expert for diversity, equity and inclusion training and development.
  • Oversee data collection and quality assurance of the training program.
  • Apply research-based learning for adults and human-centered practices for in-person and technology-based learning solutions.
  • As needed, facilitate learning and development related to diversity, equity and inclusion with demonstrated ability to lead engaging learning experiences.

 

Qualifications

Required Education, Experience, and Competencies:

  • A Bachelor’s degree in instructional design, organization design/development, communications and learning technology, education, human resources or public administration, or closely related field

OR

  • Five (5) years of significant experience demonstrating a thorough understanding of training and development for diversity, equity and inclusion; AND
  • Two (2) years as a leader in an organization.

 In addition, the following experience is required (may be gained concurrently):

  • Demonstrated advanced cultural competency and commitment and ability to implement and integrate diversity, equity, and inclusion practices to facilitate a respectful and inclusive work environment.
  • Five (5) years of facilitating learning and development related to diversity, equity and inclusion with demonstrated ability to lead engaging learning experiences which include trauma-informed perspective; intersectionality; courageous conversations about cultural humility, history of colonialism, inequity, racism, privilege and oppression.
  • Five (5) years of leading teams of skilled professionals in achieving specified goals and objectives with demonstrated ability to track and report on progress, achievements and challenges using design strategies and analysis to ensure program or project success. This experience does not require holding positional authority, rather it requires facilitating an engaged and inspired a team to reach a common objective.
  • Three (3) years of experience designing and implementing practices that lead to sound program operations and demonstrated ability to facilitate problem solving in diverse situations.
  • Experience establishing criteria and providing quality assurance oversight for delivering training.
  • Experience developing curriculum that advances diversity, equity and inclusion competency and demonstrated ability to provide learning experiences that are measurable for knowledge, understanding, and behavior change.
  • Solid foundation and knowledge of Adult Learning & Development principles and experience developing and applying technology and assessment for adult learners.
  • Experience seeking and integrating feedback from learners who are members of historically marginalized groups and diverse agency customers and partners throughout the enterprise.
  • Proven ability to accomplish major program goals, including establishing metrics to measure progress.
  • Excellent verbal and written communication skills.

Preferred Experience:

  • Experience with the marketing of products or services for broad adoption or engagement.
  • Experience applying learning methodologies and ADDIE/SAM instructional design.
  • Experience developing or implementing quality assurance for program effectiveness.
  • Experience monitoring budgets, including funding, fee revenue, and expenses and adhering to business practices for a balanced budget.
  • Additional experience in the required education, experience, and competencies.
