Salary

£33,150 – £39,000 per annum (plus benefits).

Job description

Defence Equipment and Support (DE&S) have an opportunity to join their United Kingdom National Codification Bureau (UKNCB) team, located in Kentigern House in central Glasgow.

Leading a small team of supply chain staff, you will manage the current Codification enabling contract between UKNCB and the delivery partner, ensuring the maintenance of proper processes, procedures and support to meet contractual obligations. You will provide Subject Matter Expertise to the business.

The UKNCB are a team of MOD civilian Codification specialists and are the sole authority within the UK for NATO Codification. They use, manage and maintain the UK’s only approved NATO Codification system (NCS), the biggest and most comprehensive codification and cataloguing system in the world.

Over 60 countries are members of the NCS and its 17 million NATO stock numbers. It provides a common ‘language of logistics’, boosting the effectiveness of our armed forces, reducing costs and facilitating both national and coalition operations.

Responsibilities

You will be responsible for the management of the codification contract and budget, ensuring that all tasks are fully met within the contractual obligations.

Provide regular reports to the finance team and senior management for their assessment and review monthly contract commitment and spend for input to the forecast.

Regularly monitor contractor performance and produce relevant management information to provide valuable business insights and work alongside senior colleagues discussing how this information aligns with departmental priorities. Assess the contract performance against contractual key performance indicators (KPIs) and take remedial action as required.

Ensure that risks are identified, documented, understood, and managed at all stages of the procurement, in collaboration with the stakeholders and that ongoing risks are monitored and if required transferred or escalated where appropriate.

Driving initiatives to deliver savings (contributing to the team target) added value benefits and improved value for money (VfM).

Build and maintain relationships with key internal and external stakeholders to develop a clear and agreed view of the needs of the business to ensure that customer requirements are met in accordance within agreed timescales. Your approach will be to listen, understand and to respect the value of different views, ideas and ways of working to make ongoing improvements to delivery while bringing your stakeholders on the journey with you.

In cases where the deliverable is not being delivered to the required quality, cost or timescales you will need to identify the issues and take appropriate action. This will require you having great customer and supplier management skills along with the ability to lead teams made up of many disciplines, making sure everyone is working and communicating with each other to deliver your clear plan of action.

Leading your teams, you will encourage a culture of imaginative thinking, learning from experience and expanding mind-sets to challenge the status quo to continually drive for improved quality.

Given the dynamic environment, no two days will be quite the same; one may find you conducting a rolling, regular review of the requirements you look after with your customer to ensure the successful ongoing improvements. Another may involve meeting with your suppliers regarding specific issues and developing bespoke but scalable solutions to optimise costs associated with the support.

In the future, you will project plan for the renewal of UKNCB Enabling Agreement for the NATO Codification of Materiel & Digitisation of Source Data.

Please note: The DE&S HQ is located at Abbey Wood, Bristol, therefore occasional travel to Abbey Wood may be required for Business purposes.

What you will be assessed against

To be successful with your application you must demonstrate that you meet the following essential criteria:

• Experience of implementing effective governance and assurance in accordance with contract policy and processes.
• Procurement or contract management experience, delivering savings and Value for Money (VfM).
• Comprehensive knowledge of data management and analysis skills to diagnose, improve and drive supplier performance, compliance and demand planning.
• Proven leadership and people management skills, including experience of leading a team through change and developing their skillset.
• Education to post-graduate qualification, or equivalent relevant work experience.

It would benefit your application if you are able to demonstrate the following desirable criteria:

• Military / Defence / Industry logistics experience.
• Experience of managing high value/complex contracted supply chain partnerships.

The Integrated Logistics (iLog) Function is the integrating Function for Support within DE&S, responsible for the development, management and delivery of in-service support for our front-line command customers. The iLog Function consists of around 2,900 personnel, both civil servants and military, and with a wide range of disciplines ranging from operations management and supply chain management, technical through-life support and logistics delivery, to modelling and analysis.
