Full-Time Deputy County Manager
Job Description
Appointed by the County Executive, the Deputy County Manager works closely with the County Manager to oversee the operations of a county government that is inclusive of and responsive to the needs of all residents in the County and adopts modern, effective, and equitable approaches to governance.
Reporting to the County Manager, the Deputy County Manager will help oversee the County’s budget and finances, ensuring that County departments have the resources they need to deliver on their missions, and support the County Manager in overseeing implementation of the policies and procedures required by the County’s Administrative Code.
The Innamorato Administration is seeking a seasoned leader with experience managing significant and complex operations that have strengthened a local government’s ability to address community needs; an understanding of government budgeting and finance; and a commitment to supporting and growing a County government workforce that is representative of the communities it serves.
The Deputy County Manager will support and partner closely with the County manager to:
- Oversee the operations of Allegheny County government, including supervising County Departments to ensure they are delivering on their missions, have the resources they need, are supporting their employees well, and are refining their approach to better address the needs of all residents in the County
- Manage the process of preparing a proposed budget and implementing each year’s adopted County budget, including providing oversight of County departmental budgets
- Oversee implementation of policies and procedures required of the County by the Charter and other applicable law
- Develop and oversee a strategy, in partnership with County Departments, to manage County assets (such as County property) effectively and equitably
- Develop and oversee a strategy, in partnership with County Departments, to manage procurement, contract negotiation, incentive policy, and other fiscal matters effectively and equitably
- Develop and oversee a strategy, in partnership with County Departments, to leverage the County’s enforcement authority to protect and improve the health and safety of County residents
- Direct the County’s human resources department and support the development of policies and practices that will help to build and retain a talented and diverse County workforce
- Advise the County Executive on strategy, policy, and practices that could strengthen County government’s operations through more modern and streamlined approaches, approaches that will better address community needs and address service gaps, racial, ethnic, and geographic disparities in care and services, and racial, ethnic, and geographic disparities in life outcomes
Other duties as directed by the County Executive and County Manager Candidates should have at least ten (10) years of relevant experience, either working or in graduate school. Management of significant and complex operations for government or non-profit service delivery organizations preferred.
Anticipated annual salary: $125,000
