Primary Purpose:
The Customer Programs Policy Advisor is responsible for high-level planning and provides a key support function for various customer programs activities related to sustainability, resiliency, affordability and accessibility. This position frequently provides guidance and recommendations to the Customer Programs operations, implementation staff and leadership. This includes working with regulators and other external parties on existing and emerging policy issues, assisting with the policy and compliance phases of program administration and preparing regulatory filings and other materials.
Duties and Responsibilities:
- Provides advice/analysis about whether programs are being administered within regulatory guidelines and consistent with company objectives. Analyzes and communicates complicated regulatory concepts and ideas to program staff and management. Works closely with program operations staff to understand program administration details and identify compliance risks.
- Manages data request process via distribution of data requests to program implementation staff. Coordinates internal consultations, develops response schedule, assigns responsibilities, coordinates and completes confidential marking, offers guidance and resolution, and reviews responses to ensure compliance.
- Prepares regulatory filings and other materials related to the programs. Responsible for drafting written comments for regulatory proposals and proceedings, policy-related data request responses and testimony, in addition to being a supporting role for proceeding witness(es).
- Manages compliance with routine regulatory filings, tracks progress to ensure timely filings, coordinates internal resources to resolve issues and manages internal approval processes.
- Maintains internal policies on proper program administration and trains employees on policies.
- Develops and maintains various policy tools (e.g., calendar, policy tracker, reporting, job aids, etc.), including implementation activities or other areas as required by Commission manuals or handbooks.
- Participates in statewide policy planning efforts. Communicates company interests and positions, participates in collaborative efforts with regulatory authorities, third party solicitation efforts (e.g., implementors or contractors), key stakeholders and other utility counterparts.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
- Bachelor’s Degree Economics, Public Policy/Administration, Political Science, Business, Engineering or other related field or equivalent experience.
- 5 years – Experience in energy or related field.
- Regulatory environment, including sustainability, resiliency, affordability, and accessibility expertise.
- Ability to establish quality controls and verification processes to ensure details are accurately reported.
- Ability to use verbal and written skills to create policy documents and executive summaries.
- Ability to read and understand complex material such as Legal and Regulatory documents.
- Proficient in gathering data and information then analyzing and evaluating it to make recommendations.
- Ability to think both strategically and tactically.
- Ability to lead effectively with regulatory and budgetary constraints.
- Able to develop and implement strategies for meeting regulatory requirements and deadlines while achieving company objectives.
- Ability to proactively identify problems and provide timely recommendations.
- Must reside in Southern California or be willing to relocate upon hire.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

- Advanced degree is preferred.
