Full-Time COTS/SaaS System Administrator (IT System Administration – Journey – Two Positions)
Job Description
The WSLCB Information Technology Services Division is announcing an exciting opportunity for COTS/SaaS System Administrator (IT System Administration – Journey – Two Positions) at Olympia, WA. These positions report to the Application Team Supervisor in the WSLCB’s Information Technology Services Division (ITSD).
This position is part of the Application Team of the Information Technology Services Division of the Washington State Liquor and Cannabis Board (WSLCB). The Application team serves to design, develop, maintain, and support software solutions for the WSLCB that are innovative, secure, and meet IT industry standards. The Application team consists of the WSLCBs application developers, system administrators, and data developers.
In this role, you will plan and coordinate acquisition, installation, configuration, testing, operation, troubleshooting, and maintenance of COTS and SaaS systems and agency developed applications and workflows. This role would involve data administration, system administration, problem resolution, and developing automation of responsibilities via scripting. In addition, you will apply technical skill to support the administration, customization, and configuration of multiple cloud and on-premise software.

Duties
Some of the duties you will perform are:
- Configure applications for agency and external use cases.
- Monitor agency applications for performance and uptime.
- Respond to application incidents with timely resolution.
- Identify and assign customer priority to incidents and requests to ensure alignment with agency expectations.
- Work with customers to ensure adherence to agency standards.
- Extend COTS/SaaS applications with additional modules to enhance functionality to meet business needs.
- Unit test all application and configuration changes and ensure alignment with division Quality Assurance processes.
- Solicit and receive quotes for necessary licenses and support for applications under administration within the division guidelines.
- Perform administration of application access via AD security group. Update application configurations not using AD as the sole method of granting access.
- Proactively escalate and investigate any perceived threat to the administered applications security.
- Research and grow scripting skills to automate repeated manual tasks.
- Keep up with system administration best practices and propose implementation of these ideas to the systems being administered.
- Work with customers, their managers, and product managers to understand business needs of the applications.
- Participate in the development and execution of agency disaster recovery plans and take proactive steps to ensure business continuity.
- Surface software life expectancy early to inform application and product roadmaps from the technical perspective.
- Document established protocols and train both IT and end user staff in proper use of the applications under administration.
- Support and enhance the collaborative platform by exploring and executing a solution to migrate from SharePoint 2013 to more secure and intelligent alternatives such as Microsoft 365. This should address the current and future use cases of both existing and upcoming products.
- Manage the ESRI ArcGIS Enterprise Server and ArcGIS applications for ongoing maintenance and improvement. Work with customers to uphold and enhance map data.
- Support the enterprise content management system, such as Laserfiche. Monitor and maintain the Laserfiche workflow to ensure accurate data upload from the clients.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Six (6) years of recent professional experience in software administration and support.
AND
The above experience should include two (2) or more years of progressive experience and demonstrable knowledge in following areas:
- Scripting languages such as PowerShell or Python.
- Active Directory and security group administration.
- Technical troubleshooting in a time-bound environment.
- Data reporting using Microsoft reporting tools including SSRS and/or PowerBI Reports.
- Supporting enterprise level Electronic Content Management systems such as Laserfiche.
- Planning, architecting, implementing, maintaining, and supporting an enterprise Web Content Management platform such as Drupal or WordPress.
- Supporting users in Organizational Change Management (OCM) through customer support throughout IT system replacement efforts.
- Demonstrating the ability to rapidly learn, configure, extend, and train end users on software which is new to the portfolio.
Option 2:
An Associate’s degree in Computer Science, IT or closely related field; OR completion of two (2) year accredited vocational training program in IT or related program.
AND
Four (4) years of recent professional experience in software administration and support as listed above.
Option 3:
A Bachelor’s degree or higher in Computer Science, IT or closely related field.
AND
Two (2) years of recent professional experience in software administration and support as listed above.
Option 4:
Three (3) years of experience as an IT System Administrator – Entry level, with a Washington State Agency. This should include experience as listed above.
Preferred/Desired Qualifications:
- Mastery experience with the configuration and management of Microsoft SharePoint 2010 and 2013 architectural components and administration.
- Applied experience in the design of user interfaces and the design, creation, and organization of site collections that support the individual business units of the agency.
- Experience working with business users and managers to document and analyze processes that will be automated.
- High-level understanding of SQL Server concepts such as permissions, maintenance jobs, and database configuration items to improve SharePoint performance.
- Experience working in the Azure environment for both administration of users and identification of cost saving opportunities.
- Experience administering and supporting users in the ESRI ArcGIS Enterprise environment.
- Experience in release candidate creation, quality verification, deployment, and success monitoring in a DevOps environment.
