Construction Manager provides oversight and management of capital infrastructure construction projects and is typically assigned complex Capital Improvement Program projects. The selected candidate will plan, direct and supervise Capital Projects under construction, as well as monitor and assist in inspection and field operations within the workgroup. The position also manages the planning, execution, supervision and coordination of technical aspects of field engineering assignments, including bidding, preconstruction, and project delivery and closeout.

The ideal candidate will have a background in high-level technical, engineering, contract, and construction management work and have a proven history exercising discretion and independent judgment in managing projects. Strong collaboration skills are a must in order to work with Project Managers to develop guidelines for transitioning from pre-construction to construction activities and responsibilities.

Work is performed under the general supervision of the Senior Construction Manager.

TYPICAL TASKS:

  • Provides management and oversight of projects, programs and functional operations of Capital Construction.
  • Provides advanced technical guidance to the Infrastructure Field Services Technicians on capital projects processes, standards, policies and regulations;
  • Performs high-level analysis and assists them in resolving complex construction issues;
  • Performs constructability reviews of pre-construction plans;
  • Conducts construction bidding and construction contract development for capital projects;
  • Oversees workload management of capital projects within the Infrastructure group;
  • Creates new tools and dashboards and refines existing tools (e.g., Salesforce) used for managing projects;
  • Reviews work output with the Infrastructure group and suggests and implements changes to create efficiencies;
  • Assists the Senior Construction Manager with developing and training the Infrastructure Inspections group to refine and enhance their inspection and project management skills;
  • Assists in capital budget development and administration; authorizes expenditures and ensures accordance with budget;
  • Performs construction and contract administration of various projects, including transportation, Town facilities, water systems and wastewater systems;
  • Coordinates and assists Project Managers with pay applications and change orders;
  • Responds to citizens’ requests, complaints and questions;
  • Develops infrastructure cost estimates and budgets. Monitors expenditures to ensure compliance with approved contract documents, including payments and change orders;
  • Prepares long-term project schedules; monitors progress of projects in meeting established schedules;
  • Performs complex calculations using computers, calculators, design manuals and other resources that involve the development, execution, supervision and coordination of all technical aspects of a construction project;
  • Ensures tests, inspections, observations and sampling are performed, witnessed, and documented in accordance with approved procedures;
  • Assists Project Managers with planning and design, as well as the review of designs and drawings for constructability, estimates, specifications, construction contracts and related engineering work to support preconstruction activities to help ensure project delivery goals are met;
  • Prepares and presents reports pertaining to technical subject matter and ordinance requirements on projects appearing before Town officials, homeowner groups and other community organizations;
  • Provides technical information, code interpretations and answers complex questions from architects, engineers, developers, contractors and the general public relating to engineering projects, and serves as the point of contact during construction in this process;
  • Coordinates, meets and confers with the public, engineers, developers, architects, governing officials, and contractors in a variety of situations and conditions, mediates disputes, resolves conflicts, and effects solutions to both technical and non-technical problems;
  • Researches new products, practices, procedures and alternatives, including providing interpretations as necessary to Town staff, sales representatives, suppliers, manufacturers and distributors regarding the acceptance of new engineering products and technology;
  • Ensures on-schedule completion within budget in accordance with contract documents and Town, State and Federal requirements;
  • Administers infrastructure construction contracts, including negotiating with contractors and issuing change orders; reviewing work to ensure compliance with plans, specifications, schedules and budgets. Reviews and responds to submittals, RFIs, and other project correspondence;
  • Prepares and administers non-compliance notices for completed work not conforming to contract requirements;
  • Provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Interprets and explains pertinent department policies and procedures;
  • Reads and interprets engineering plans and specifications; understands and enforces compliance with plans, specifications, bid documents, and contract provisions;
  • Performs field responsibilities, including site visits, monitoring labor compliance, compliance interviews, quality assurance inspection of the contractor’s work to confirm compliance with contract requirements and project close-out punch list inspections;
  • Plans, prioritizes, assigns, supervises and reviews the work of staff involved in infrastructure inspection;
  • Provides guidance and training to less experienced staff; and participates in employee evaluations;
  • Ensures assigned personnel engage in safe work practices in compliance with site-specific safety procedures and industry standards;
  • Serves as a liaison with other Town departments and outside agencies;
  • Performs other job-related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the principles and practices of public works project construction and inspections, civil engineering principles, construction engineering, construction management and other applicable as related to the preparation of plans and specifications in the area assigned; thorough knowledge of modern construction and contracting methods and techniques related to infrastructure projects; comprehensive knowledge of the principles and practices of contract negotiations and administration; comprehensive knowledge of applicable laws, regulations and standards related to the design and construction of structures; comprehensive knowledge of engineering cost estimating; basic knowledge of CADD software; ability to prepare and administer construction and development agreements; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning; ability to manage multiple complex projects; ability to establish and maintain effective working relationships with Town officials, employees, contractors and the general public; ability to communicate and negotiate complete ideas professionally and effectively, orally and in writing; ability to perform complex cost calculations; highway, road and bridge construction, pavement maintenance, traffic signal modifications, utility infrastructure and work zone traffic control and traffic staging within public rights of way;

Ability to establish and maintain effective working relationships with those contacted in the performance of required duties, analyze complex technical challenges, evaluate alternatives and implement sound alternatives; Ability to make clear and concise project status reports;

Ability and availability to attend public meetings, Council Meetings or other Board or Commission meetings and events as occasionally required, which may require attendance outside normal working hours. Availability for regular, predictable, consistent and timely attendance at work in order to complete assigned tasks.

MINIMUM AND PREFERRED QUALIFICATIONS:

Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in civil engineering, construction engineering, and construction management or closely related field. Minimum of five (5) years progressive experience in project management, construction management or field construction of public infrastructure projects including at least one (1) year as a technical lead or supervisor.

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.

Requires a valid driver’s license with an acceptable driving record.
