We are looking for an experienced Community Planner to join the Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) team in Bahrain. The position requires conducting site visits to assess facility conditions, preparing space optimization plans, and collaborating with multiple stakeholders to deliver impactful recommendations that improve space utilization and support organizational objectives.
Responsibilities:
- Conduct site visits to assess facility conditions and recommend relocations or adjustments to improve space utilization.
- Develop Basic Facility Requirements (BFR) and perform gap analyses for optimal facility use.
- Prepare space optimization plans, including cost estimates and phased implementation strategies.
- Review iNFADS (facility database) for accuracy and recommend updates.
- Analyze facility energy and condition data to identify needs for upgrades, retention, or demolition.
- Document findings through detailed reports, asset evaluations, and space utilization assessments.
- Collaborate with tenant commands, contractors, and Public Works teams to identify current and future facility needs.
- Facilitate workshops, meetings, and progress reviews to develop solutions aligned with organizational objectives.
- Update architectural floor plans using tools like CAD, GIS, or other designated software.
- Prepare space approval letters and related documentation for command endorsement.
- Assist in planning studies, DD Form 1391 development, and real estate leasing actions.
- Submit weekly project status updates and monthly summary reports.
Qualifications:
- Bachelor’s degree in Urban Planning, Architecture, Engineering, or a related field.
- Minimum of 5 years of experience in facility planning, space optimization, or program support services.
- Must be a Registered Architect (RA) or Professional Engineer (PE).
- Active or interim Secret Clearance is required.
- Proficiency in tools like CAD, GIS platforms, and data analysis software.
- Strong communication skills, stakeholder management, and workshop facilitation abilities.
- Ability to work independently while maintaining collaboration with government and contractor teams.
- Willingness to travel occasionally to support projects in the UAE.
- Knowledge of NAVFAC systems, processes, and standards is preferred.
- Must be willing to deploy to Bahrain.
