Location
This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202. The Webb building is currently going through construction, so you may also work from Republic Plaza located at 370 17th St. Denver, CO, 80202 during construction periods.
The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office. There will be occasional attendance of evening meetings (City Council meetings, etc.).

The City and County of Denver’s Community Planning and Development (CPD) Department is seeking a strategic and collaborative leader to join our communications team as a full-time Communications & Legislative Affairs Manager. The manager will be CPD’s primary legislative liaison to City Council, supervise the communications section and serve in a variety of internal and external communications capacities. This position reports to the CPD Communications Director.
Key Responsibilities include:
- Supports executive management and other CPD staff with City Council activity, including briefings, correspondence and relationship management
- Coordinates briefings for City Councilmembers and CPD subject matter experts on upcoming CPD requests
- Attends City Council committee and regular meetings for which CPD has agenda items, and coordinates with other CPD staff who need to be present
- Develops regular and timely communications to key Department leadership and stakeholders on legislative issues
- Collaborates with the Mayor’s Office Legislative Director to ensure awareness of CPD legislative issues
- Supervises, coaches and mentors the communications section of the Public Affairs/Communications team (approximately 3-4 direct reports)
- Carries out department strategy for media relations and crisis communications. Establishes key messages, coaches and trains others in interview skills. Develops strong relationships with media outlets and advises the department on media strategy.
- Acts as spokesperson, including on-camera interviews. Cultivates positive, transparent working relationships with reporters; Write and distribute news releases and media advisories; Manage news media requests — ensuring accuracy, timeliness, and appropriate tone; Be responsive to local news media at all times
- Manage an integrated marketing/communications program, producing a variety of promotional, educational and informational communications (may include printed collateral, social media, email newsletters, web content, signage, events, video, etc.)

Our ideal candidate will have some or all of the following skills and experience:
- Ten (10) years of experience in the government relations or communications field (journalism, graphic design, marketing, development communications and/or public relations.)
- Excellent interpersonal and public- and media-relations skills; Exceptional communication skills – both verbal and written — including a working knowledge of AP Style
- Proven experience leading communications campaigns, including digital and social media strategy, and serving as an official spokesperson
- Strategic thinking and problem-solving skills and the ability to analyze complex issues, identify communication opportunities and challenges, and develop innovative solutions. This includes anticipating potential communication impacts and adapting strategies accordingly
- Adept at creating relationships across departments and organizations with a variety of stakeholders
- Knowledge of local government and public policy and experience tailoring messages to unique audiences, including elected officials; Prior experience handling legislative/government relations on a full-time basis or as a part of prior job duties
- A work style that is approachable, professional and collaborative
- Ability to self-motivate and a drive to help others; strong attention to detail and highly organized; excellent time/work management skills and poise under pressure
- Fluency in a foreign language, preferably Spanish, for outreach and media relations duties (preferred not required)
Required Minimum Qualifications
- Education requirement: Bachelor’s Degree in Business Administration, Marketing, Communications or a related field
- Experience Requirement: Three (3) years of experience at the type and level of functional or operational management, which must have included supervision of marketing and/or communications professionals
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education
- Additional appropriate education may be substituted for the minimum experience requirements
- License/Certifications: By position, requires a valid Driver’s License at the time of application
- Licenses and certifications must be kept current as a condition of employment
