Full-Time Civil Rights Investigator

Do you have experience conducting investigations of complaints and responding to concerns addressing thematic and systemic issues and barrier? Do you want to perform work including evaluating, analyzing, and developing policy and procedures? Do you want to be part of OHA goal to eliminate health inequities in Oregon by 2030?  You could be advising agency leadership of issues and concerns and providing recommendations to address gaps and barriers within OHA! You could be developing strategic assessments of organizational needs for training and development materials on topics including systemic issues relating to civil rights, compliance, equity, inclusion, unconscious bias, anti-racism, bystander intervention, and culturally responsive needs!

WHAT WE ARE LOOKING FOR:

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
    • Example: A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical, and planning work.
  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
  • Demonstrated commitment to professional development around anti-racism, social justice, universal accessibility, civil rights, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing and resiliency-informed practices, bystander intervention, culturally and linguistically appropriate services. Certifications that are relevant may include: Certified Affirmative Action Professional (CAAP) and Certified Diversity and Inclusion Professional (CDP).
  • JD degree preferred.
  • Fluency in Spanish (spoken, written or both), or other non-English language including ASL is preferred.
  • Experience conducting civil rights investigations.
  • Experience applying rules, regulation, and policies.
  • Experience preparing comprehensive investigative reports.
  • Experience identifying policy Issues.
  • Experience determining appropriate jurisdiction.
  • Experience in the public sector.
  • Experience developing or providing training or coaching related to eliminating health equities, anti-racism, social justice, universal accessibility, civil rights, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing and resiliency-informed practices, bystander intervention, culturally and linguistically appropriate services.
