Full-Time City Clerk

Job Description

The City Clerk is responsible for performing all the functions of a City Clerk as prescribed in Section 62.09 (11) of Wisconsin Statutes and Section 2-25 of the Oshkosh Municipal Code, as well as complying with other laws contained in state statutes and the Oshkosh Municipal Code that relate to the office and duties of City/Municipal Clerk. This includes administering all elections conducted in the city, maintaining the official City records, issuing various business and liquor licenses and managing special assessments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Coordinate and Oversee Elections Process (35%): Serve as the City’s election official, coordinate all aspects of the City’s General, Primary and Special Elections including maintaining voting equipment, coordinating polling sites, training election workers, preparing required publications, preparing and proofing ballots and compiling City and State mandated election reports.
• City Council and Board of Review (30%): Serve as Recording Secretary to City Council. Coordinate and review documents to finalize agendas to include resolutions, ordinances, memos and attachments. Prepare resolution/ordinance publications. Perform action on various resolutions/ordinances when required, filing with other entities. Prepare minutes of Council’s actions and discussions. Serve as Secretary to Board of Review (BOR) including working with board members to meet required training, preparing publications, scheduling hearings and preparing documents for hearings. Provide notice to property owner on BOR final decisions and maintain files.
• Oversee and Manage the City Clerk Department (20%): Supervise the personnel and operations of the City Clerk’s Office including administering the departmental budget and scheduling department staff. Maintain, preserve and serve as the public repository for public records of the City. Administer claims and prepare publications and notices.
• Oversee and Manage Licenses and Assessments (15%): Issue various business and liquor licenses, including publications. Prepare resolutions, track inspections, issue licenses and maintain files. Process and issue bartender and taxicab licenses. Responsible for special assessments (street, sewer, water and sidewalk) including scheduling hearings, publications, preparing documents for property owners, balancing payment plans and maintaining files.
• Perform other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:
• High school diploma or equivalent, with some college level course work in business or public administration; Bachelor’s degree preferred.
• At least three years of practical experience in municipal government; experience in a municipal clerk’s office preferred.
• At least three years of supervisory experience preferred.
• Ability to obtain WCMA – Wisconsin Certified Municipal Clerk (WCMC) certification.

Necessary Knowledge, Skills, and Abilities:
• Knowledge of federal, state and local laws relating to elections, liquor licenses, local licenses, records and meetings.
• Knowledge of the structure of municipal government.
• Possess good interpersonal skills and the ability to establish and maintain effective working relationships by communicating, verbally and in writing, with city employees and the public.
• Ability to supervise and assign work to employees.
• Ability to be team oriented and to establish and maintain effective working relationships with co-workers, other city employees and the public.
• Skill at meeting deadlines, managing multiple priorities and effectively resolving challenging interpersonal relations.
• Ability to work in a constant state of alertness and in a safe manner.

TOOLS AND EQUIPMENT USED

Computer, printer, telephone, fax machine, calculator, copier, voting machines (election), camera, transcriber and MS Office Suite.

PHYSICAL DEMANDS

The physical demands described in this position description are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the essential functions of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to walk, use hands to finger and handle objects or operate tools or controls and to reach with hands or arms. The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required of this job include close vision and the ability to adjust focus.
