Hiring Range: $96,000 – $140,000/year

SUMMARY OF POSITION
The Chief Program Officer is responsible for setting program strategy and for the creation, implementation, and ongoing efficacy of all CWEE participant-facing programming, with an immediate priority on CWEE’s hybrid program to serve adult learners. The Chief Program Officer is able to articulate the vision of CWEE’s programming and is responsible for adapting strategies and approaches to ensure that organizational programming goals are met.
The Chief Program Officer balances organizational leadership, program management and supervision. This role ensures a consistent participant experience that is grounded in motivation driven practice, equity and is responsive to external conditions. The Chief Program Officer engages colleagues as thought partners and clearly and consistently communicates changes, including rationale and how changes impact staff and participants.
The Chief Program Officer supervises CWEE’s program managers and partners closely with the Director of Organizational Wellness to ensure programmatic policy and practice decisions are made through the application of a trauma-informed lens. Working with Executive Management and the People Team, this role engages in organization-wide strategic and visionary leadership and advancing CWEE’s learning culture.
CWEE is seeking an experienced leader with a demonstrated record of establishing and leading impactful programs and initiatives. This role requires highly developed leadership and supervisory skills and the ability to collaborate and effectively bring others along in times of change. Experience leading and/or working within change management efforts, comfort with ambiguity, and a sense of humor are all a plus.
ESSENTIAL RESPONSIBILITIES
Program Strategy, Design and Implementation (55% of time)
• Oversee design and implementation of year-around programming, including curriculum, that appropriately engages staff and participants, and leads to measurable skills acquisition and quality employment
• Integrate existing and new programming to ensure a seamless user journey from enrollment through alumni support
• Apply expert knowledge of CWEE’s Learning Management Platforms in setting program design and implementation
• Ensure internal role clarity and accountability by establishing program specific responsibilities and resources (e.g., curriculum and standard operating procedures)
• Engage and partner with all cross-cutting organizational functions
• As a member of the Executive Team accountable for informing, overseeing, and monitoring programmatic budget
• Coordinate with the Director of Operations to ensure appropriate space utilization and resource allocation
Program Monitoring and Communication (20% of time)
• Proactively identify opportunities to share thinking and engage colleagues and participants in design and implementation efforts
• Communicate and champion CWEE programming including the theory of change and logic models to internal and external audiences
• Support CWEE’s grantmaking and fund development efforts by coordinating with the development and engagement teams regularly to share thinking, progress, and outcomes
• Ensure programming is measurable, integrated, and continuously improving by utilizing quantitative and qualitative insights
• Monitor program fidelity with consistent application of motivational coaching practice
Strategic Leadership and Supervision (20% of time)
• Directly supervise five to six (5-6) positions including Program Managers, Program Support Coordinator, TANF Program Expert and in collaboration with the Chief People Officer, supervise Data Analyst and Director of Organizational Wellness
• Embrace CWEE’s use of developmental and motivational supervision with direct reports as well as supervisor and participants, as relevant
• Maintain ongoing communication with direct reports, utilizing motivation, reflective engagement, goal-directed behaviors and related approaches embraced by CWEE
• Provide direction through coaching, delegation of projects and oversight of workloads
• Develop and motivate staff using effective and organizationally consistent motivational coaching and trauma informed frameworks
• Engage in timely conversations to share feedback and identify training needs; develop and provide documentation to support growth and address performance
Professional Growth and Wellness (5% of time)
• Regularly reflect on progress toward professional goals, both individually and with supervisor, identifying and following through on learning opportunities
• Identify opportunities to mitigate stress
JOB QUALIFICATIONS
• Demonstrated experience designing, leading and evaluating impactful programming from concept to implementation using a variety of modalities
• Leadership and supervisory experience in roles of increasing responsibility with a proven ability to develop individuals and lead in a dynamic and fluid environment
• Ability to work with economically disadvantaged individuals from diverse backgrounds
• Commitment to diversity, equity, and inclusion and willingness to engage and empower staff at all levels of the organization
• Experience with curriculum development and design informed by adult learning theory, preferred
• Ability to adopt and apply a strengths-based and trauma-informed approach
• Detail oriented and self-directed; committed to sustained and measurable growth including following through on tasks with little supervision
• Excellent communication skills including business writing, public speaking, and group facilitation
• Skillful at presenting ideas utilizing technology including PowerPoint and in virtual settings

WORK ENVIRONMENT
• Must be located in the State of Colorado by the agreed upon start date
• CWEE operates in a hybrid workplace model that balances the responsibilities of being a direct service organization with the benefits of a flexible work environment; all staff should expect time in the office
• Willingness to work a varied schedule beyond core office hours, including occasional evening and weekend hours with advance notice
• Ability to attend meetings and events within the Denver Metro area
