The WSLCB Finance Division is announcing an exciting opportunity for a Chief Financial Officer position in Olympia, WA. This is an exempt management service (EMS) Band 3 position that reports to the Agency Deputy Director. In this position, you will serve and complement the WSLCB’s mission and goals by providing timely and accurate support and assistance with agency budget and accounting processes while assuring that all agency and state requirements and standards are followed.
Areas of oversight for this position include direct responsibility for accounting, finance, budgeting, strategic planning, auditing, procurement, contracting, facilities and risk management. You will work in conjunction with private stakeholders, the state legislature, the State Auditor’s Office and the Office of Financial Management.

Duties
Some of the duties you will perform are:
- Provide leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.
- Make recommendations to agency executive management on policy issues that impact the agency’s financial structure.
- As a member of the director’s Management Team, take a hands-on approach to the development and implementation of the agency operating budget while directing and overseeing all aspects of finance and accounting functions for the agency.
- Direct the agency’s contracting, procurement and risk management activities and handle responsibility for agency facilities.
- Evaluate and advise on the impact of long range planning, introduction of new programs/strategies and regulatory action and manage the associated budget process.
- Demonstrate organizational skills and abilities to prioritize multiple and complex tasks, often with competing deadlines; work independently as well as perform as a team member.
- The CFO is the agency’s internal control officer ensuring that effective internal controls are in place and that compliance with GAAP and applicable federal and state laws and rules are a priority.
- Approve intra-agency payments for all agency programs.
- Establish approval levels and authorities for all LCB payments and purchases.
Qualifications
Required Qualifications:
A Bachelor’s degree or higher involving a major study in Business Administration, Accounting, or other business related discipline
AND
At least 5 years of experience managing a team of financial professionals
AND
- Knowledge of Washington State accounting policies, procedures, and principles.
- Experience with management principles that include the political relationships and interactions between and within the branches of state government.
- Ability to understand and determine legislative intent and agency executive direction.
- Ability to demonstrate diplomacy and build trusting relationships throughout the agency.
- Excellent verbal, analytical, organizational, and writing skills.
