The Position
Reporting to the Kessel Run Deputy Commander, the Chief Data Officer will oversee all data engineering, data science, and advanced optimization and learning systems within Kessel Run.
This position needs to represent our value of bias for action, meaning we need someone who can lead the creation of solutions. Regardless of our decision to rent, build, or buy, the Chief Data Officer will guide those decisions and support implementing the solutions.
What you will do
- Uses deep understanding of successful Artificial Intelligence, Cloud development and Digital services and how they are built both inside and outside government
- Utilizes user-centered design and development practices, to lead major initiatives, provide consultation on systems or policy proposals and/or provide technical, policy and programmatic guidance to DoD leaders at the most senior levels to meet National Security objectives.
- Collaboratively develops and tests the success of government wide standards for Artificial Intelligence, Cloud development and Digital services, leading to their adoption across various programs.
- Identifies, develops and builds support and tools (technical and policy) for implementing a common user experience. Assesses the state of current projects in components and plans and/or leads interventions when needed.
- Provides expertise in the design, implementation and installation of complex security systems, both internally and externally protecting high value assets.
- Responsible for developing systems critical to the protection of central information systems and ensuring proper installation and operation of the system. Directly responsible for the critical systems and there are no intervening steps between the duties of this position and national security.
- Contributes to a talent strategy designed to bring leadership and staff with the skills to deliver world-class Cloud and Digital services. Iteratively develops and refines the program strategy, based on interaction with components, key stakeholders and expertise.
- Articulates the “for you, with you, by you” strategy of working with components, learns what works, and adjusts the strategy as necessary. Incorporates Agile development methodologies and open source practices in product delivery.
- Works with other recognized technical experts within the program and throughout the federal government, as well as individuals throughout private industry to develop a coordinated approach to unique problems or areas in which Federal agencies or the private sector has previously not been involved or concerned.
- Plans and conducts pioneering work in his/her area of technology and/or technology policy to deliver Artificial Intelligence, Cloud Services or digital services to programs and using knowledge of latest consumer Internet technologies and technology management approaches.
- Understands complex stakeholder environments, architectures, working with senior level officials across the Federal government to build support and consensus for unit strategy and goals, which may be in conflict with department plans.
- Plans and executes an iterative strategy for scaling an organization from startup phase to maturity.
Who you are
- Unimpeachable integrity
- Senior level technical Management experience, with 10+ years of experience managing multiple products
- Exceptional Communications Skills both written and verbal
- 10 years of experience developing, testing, implementing and managing various database types with particular emphasis on MySQL & Postgres
- Experience building data pipelines, architectures, and representative data sets
- At least 10 years of experience working with large-scale data sets.
- Experience producing data visualizations for a variety of different audiences.
- Experience utilizing state-of-the-art Machine Learning frameworks such as Torch, Tensorflow, Transformers, MXNET, CAFFE etc…
- Current U.S. security clearance or ability to obtain a U.S. security clearance
Note: This position is equivalent of a GS-15 role and pay within the Federal Government. The position is Term position, with a period of two years, and an option to extend an additional two years.
