Full-Time Capital and Facilities Project Manager
Job Description
Clark College is currently accepting applications for a full-time, 12-month, exempt Capital and Facilities Project Manager position in the Facilities department. This position is responsible for management of construction phases of major and minor building and utility projects including general, mechanical, and electrical work, from contract award through completion. This position serves as Clark College’s representative to design teams, contractors, the WA State Department of Enterprise Services, and College staff in project space. This position is also the primary contract administrator for projects assigned.

Job Duties and Responsibilities:
Act as Clark College’s representative at the construction site; attend meetings and conduct negotiations with the contractor’s representative.
Represent the College in pre-design and design meetings; coordinate participation and input of other College departments as needed.
Coordinate ordering and purchasing of furniture, fixtures, and equipment, including technology, and ensure timely delivery.
Develop and manage construction timeline; coordinate scheduling with contractors, subcontractors, Facilities Services personnel, and College departments as needed.
Manage and track budgets using Excel, MS Projects, and other software.
Prepare and respond to correspondence to contractors, consultants, and regulatory agencies.
Prepare construction change notifications; process change orders and negotiate pricing with the project contractor.
Manage project budget; approve expenditures; report on project budget status.
Develop, manage, and supervise projects performed by in-house staff.
Conduct field inspections to determine construction site conditions; evaluate and/or initiate changes to contract documents to resolve field problems.
Prepare construction progress reports and review and approve contractor’s requests for payment review and recommend project final acceptance.
Coordinate hazardous materials abatement work between the general contractor and the College.
Perform tasks necessary to ensure site access for contractors, consultants, inspectors, etc.
Coordinate inspections of the quality of work and materials; review contractor’s work plan and schedule pre-installation meeting.
Obtain necessary approvals/permits and coordinate building occupancy.
Coordinate building commissioning process including equipment startup and testing.
Assist with the development of and maintain compliance with institution policies and procedures relating to the administration of capital construction projects.
Perform related duties as assigned.
Minimum Qualifications:
Bachelor’s degree in Construction Management, Engineering, Industrial Engineering, or closely related field AND two years successful experience in facilities planning, management and construction, OR two-year degree AND four years successful experience in facilities planning, management and construction. Applicable professional experience may be substituted for educational requirement.
Thorough understanding of construction project planning and management, including budgeting, scheduling, permitting, and commissioning
Experience and success with interpreting and implementing rules, regulations, and codes related to facility development capital improvement, and operational success
Interpersonal skills and proven ability to communicate effectively with key stakeholders
Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds
Current and valid driver’s license.
Preferred Qualifications
Demonstrated leadership and management skills
LEAN experience, alternate project delivery method experience, certificate in Project Management
Demonstrated ability to work well with people from academically, culturally, and economically diverse backgrounds
Salary Statement: $65,720/annually
