As a Business Navigator, you’ll play a hybrid role that blends employer engagement with program analysis to support workforce and economic development across Seattle/King County. You’ll build and strengthen relationships with local businesses, identify their talent needs, and connect them with WorkSource and government funded Community Reinvestment Funds (CRF) resources. In this dual-focus role you’ll also serve as a data and systems subject-matter expert who helps improve program performance, reporting, and outcomes. As a Business Navigator, you’ll lead King County outreach strategies, deliver presentations and training, analyze and maintain data systems, and collaborate with employers, partners, and internal teams to drive growth and successful placements. The ideal candidate is a strong communicator who thrives in a relationship-focused, fast-moving environment and enjoys using data to solve problems and improve systems. They are organized, adaptable, with both an analytical brain and social nature. Strong in their consultative approach to networking they’ll be driven by relationships, and have an inner drive to become a program subject matter expert.
This position will be full time and the work will be hybrid (remote and in-person work) in Seattle/King County, WA. Candidate must live in the region and be willing to travel locally for weekly in-person meetings within King County. This role has a dual-reporting relationship to our SeaKing One-Stop Operator and our POST Team.

ABOUT THE JOB
The major responsibilities of this position include, but are not limited to:
Business Navigation Duties:
- Maintain active and appropriate participation in team performance of Business outreach activities. Apply knowledge of business operations to establish and expand employer relationships leading to utilization of program services. Plan, prepare, and present workshops, seminars, training and proposals to business groups. Use verbal, written, and media skills to communicate effectively with a wide range of audiences.
- Facilitate business, community, and industry panels to identify industry trends, current and future needs, and job skills and training requirements. Facilitate CRF Business connections to existing state systems and programs to support their business growth and needs through the Business Navigator, existing supports, and by developing and implementing systems and program level interventions and tools
- Develop, expand, and maintain working relationships with partners, employers, and fund sources that achieve desired outcomes by identifying needs, developing solutions, establishing goals, and executing plans. Timely, consistent, and professional communication is essential to the success of the program.
- Engagement: Collaborate and co-design with by and for organization partners and businesses to, develop comprehensive recruiting and service delivery plans, and execute the plans to achieve goals. Structure grant opportunities to support workforce development outcomes for CRF businesses and their employees. Develop a comprehensive tracking process including data gathering, analysis, and reporting. Use results data to evaluate plan effectiveness and modify activities as needed.
- Placement: Support EcSA participants in connecting to CRF Employers for opportunities. Engage students/job seekers, partners, and business in coordinated effort to place and retain students/job seekers in self-supporting employment with CRF partner employers. Possess knowledge of partner program services, employer staffing needs, job vacancy costs, and turnover costs.
- Employer outreach, engagement, and satisfaction: Utilize fact-finding, active listening, and analytical and presentation skills to identify employer needs and develop staffing plans to meet those needs. Contact prospective employers to identify funding needs and assist in developing grant proposal application plans. Expand business relationships into areas not previously touched by WorkSource business services and establish business and service provider connections.
- Develop comprehensive account and segment plans that lead to attainment of team performance goals and are customized to address attainment of contract and employer specific performance expectations
- Utilize a consultative sales approach which engages employers in WorkSource services and leads to meeting employer, partner and program needs. Strategy must include media and mass marketing.
- Work in collaboration with management, employers, team, and partners, to develop and implement a comprehensive strategy for successfully accomplishing all contractual and program elements. Strategy will include goals, objectives, activities and timeframes.

Program Analyst Duties:
- In support of CPS leaders (statewide & local area based) and fund source leaders, lead the development, implementation, and maintenance of the data systems to enhance program outcomes and reporting.
- Deliver associated staff training / provide ongoing subject matter expertise and staff assistance as needed.
- Develop, demonstrate, and maintain programmatic knowledge and competency in all CPS programs by utilizing internal and external policy, as well as pertinent law, regulations, and legislation.
- Maintain platforms used to ensure accurate and timely collection of data into appropriate MIS databases for adherence to policies and in accordance with established procedures and processes.
- Maintain confidentiality concerning sensitive data including, but not limited to customers, employers, employees, fund sources, and program operations. Provide backup data entry as needed.
- Generate standardized reports for case management, performance, and quality control. Utilize the database and other data sources as necessary to create and provide standard, specialized and ad-hoc reports requested by system partners.

EXPERIENCE/POSITION REQUIREMENTS
Required
- A High School Diploma or GED.
- Experience in: Business Administration, Human Resources, Sales and Marketing, or a related field.
- Requires use of: Microsoft Word, Excel, PowerPoint, and Outlook, LinkedIn, and other business-related networking applications, as appropriate.
- Must be able to work in a culturally diverse and fast-paced environment and demonstrate a commitment to diversity, equity and cultural competency.
- Excellent working knowledge of computer systems and applications required, including word processing and database use.
- Top communication skills, both oral and written, are imperative.
Preferred
- A Bachelor’s Degree in: Business Administration, Human Resources, Sales and Marketing, or a related field.
- Certified Workforce Development Professional (CWDP).
- Bilingual in English and Spanish.
- Six-Sigma Green Belt or higher.
- Demonstrated success at consultative, business to business sales and one-year of job development experience with public or private employers preferred.
- Prefer expertise in using Social Media tools for recruiting and communicating.
- Use of CRM software or territory management program.

Job: Business Navigator
Primary Location: Seattle/King County
Salary: Salary range for job offer: $61,000 – 68,000 annually, DOE, plus benefits. Full annual salary range for lifetime of position: $61,000-89,000.
