Full-Time Budget Director
Job Description
The Colorado Department of Human Services (CDHS) welcomes your interest in the Budget Director position. This position resides in the Budget unit within the Financial Services department. This position plans, directs, coordinates, and monitors the budget process for CDHS’ multi-billion-dollar budget and is responsible for the timely development and preparation of annual and supplemental budget requests and the integration of departmental policies, goals, and objectives for current and planned operations into the annual budget request. In collaboration with all Offices within the CDHS, this position identifies and develops new budget issues while recognizing the policy implications and resource requirements of the department as well as remaining cognizant of the policy direction and resource limitations of the state. The Budget Director is responsible for the Department’s budget submission to the OSPB and the General Assembly and directs and coordinates all budget activities of the Department with OSPB, other Executive branch departments, and the Legislative branch, which includes the JBC, the Appropriations Committees, the Capital Development Committee (CDC) and Legislative Council.
Responsibilities in this position include:
- Direct and oversee the Department’s Budget program
- Prepare and submit the Department’s annual budget requests, including, capital construction, supplemental and budget amendment requests
- Develop and coordinate the annual budget process for CDHS, including ensuring budget requests are submitted timely and that all included data is accurate and clear
- Ensure all departmental initiatives have the appropriate budget to implement effectively, within limits set by state resources
- Develop and oversee the coordination of all budget activities for the department. Oversee the fiscal note analysis of all bills with potential impact on the Department.
- Manage and oversee budget for the Executive Director’s Office, including the management and allocation of all moneys or services centrally appropriated to the Executive Director
- Oversee and ensure the accuracy of all responses to inquiries from the JBC and OSPB from CDHS offices
- Review proposed capital construction requests and provide feedback to budget and program staff on the requests and ensure that all requests meet all requirements outlined in the annual OSPB budget instructions
- Advise CFO on the Department’s financial health, identifying any potential issues proactively and providing solutions
This position may have to travel to conduct job duties, sometimes over multiple days.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Six years of progressively responsible professional experience in government budgeting, finance or contract administration, culminating in senior level management of a complex (multi-disciplinary) organization that must have included at least:
- Experience in professional budgeting, finance or contract administration in state government
- Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation.
AND
Bachelor’s degree from an accredited institution in Finance, Business or Public Administration, or a closely related field
Substitutions:
Experience in budgeting, finance or contract administration will substitute for the degree requirement on a year-for-year basis (Ex: 10 years of experience in budgeting, finance or contract administration can substitute for the degree requirement . Additional appropriate education will substitute for the required experience on a year-for-year basis (Ex: Master’s degree in a related Financial field will substitute for two years of the required experience)
Preferred Qualifications:
- Proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance equity, diversity, and inclusion
- Master’s degree in Finance, Public Administration, Business Administration or closely related field
- 10 years experience in a finance, budgeting or contract environment
- Experience managing complex budgets in a multi-discipline human service programs
- Experience in public sector contract management, budget and governmental financial management
- 5 years experience supervising employees working in the budget, finance or contract field
- Experience with a legislative budget process, including preparing budgeting requests, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation
- Experience with State of Colorado fiscal and procurement rules
- Knowledge of the legislative processes, government funding and the State accounting and procurement systems
