GENERAL STATEMENT OF DUTIES: Under the administrative direction of the Director of Administration, to have overall responsibility for developing, administering, implementing and maintaining a statewide Diversity plan and program, including an Equity and Opportunity Employment program, a Minority Business Enterprise (MBE) program as well as, other related plans and programs within the office; to provide leadership in the development and coordination of recruitment and retention activities in order to promote diversity and encourage the use of bias-free methods and practices in the hiring process, performance reviews, the utilization of minority businesses, etc.; to ensure compliance with applicable federal and state laws, rules, regulations, and policies; and to do related work as required.
SUPERVISION RECEIVED: Works under the administrative direction of the Director of Administration with wide latitude for the use of initiative and independent judgement; work is subject to review for conformance with applicable federal and state law, policy directives and professional standards.
SUPERVISION EXERCISED: Plans, directs and reviews the work of professional, technical and clerical staff; ensures communication of and compliance with existing policy and standards.
Illustrative Examples of Work Performed
To provide leadership in the development and coordination of recruitment and retention activities in order to promote diversity and encourage the use of bias-free methods and practices in the hiring process, performance reviews, etc.; to ensure compliance with applicable federal and state laws, rules, regulations, and policies.
To support the growth and development of the State’s MBE program by engaging in concerted outreach programs to build relationships, maintaining effective programs to promote MBE utilization and facilitating MBE participation in State procurement activities.
To develop, coordinate and oversee the recruitment, selection, and retention efforts and initiatives to promote and achieve the state’s diversity goals and objectives, developing and recommending recruitment strategies, and assisting with special recruitment efforts directed toward ethnic minorities, women and other underrepresented groups.
To provide leadership in advancing management’s understanding, capacity and accountability for embedding diversity and equity in employment and human resource management practices as an integral part of the state’s employment opportunities.
To assess current programs and populations regarding diversity issues and to utilize those assessments to propose and develop new initiatives.
To oversee the development and provision of technical support, training and assistance to businesses by facilitating workshops and other training activities.
To ensure regular and timely communications with the MBE community.
To develop and implement effective mechanisms to support the communication and collaboration amongst diversity and equity working groups and committees within state government.
To interpret, communicate and implement federal and state regulations relating to diversity, equity, opportunity and sexual harassment; advises the Director of Administration, administrators and other staff on the nature, purpose and intent of laws, policies and regulations, and the state’s equity and diversity and sexual harassment prevention programs and goals.
To be responsible for planning and identifying areas of opportunity for diversity and establishing mid-to-long range goals for the assertive hiring of underrepresented populations.
To be responsible for driving cultural change in support of the state system’s ability to attract and retain diverse talent who are responsive to the state’s needs.
To recommend and/or develop and implement personnel procedures to provide and promote equal and fair employment practices.
To be responsible for the development and maintenance of data essential to the implementation of the State of Rhode Island’s Diversity plan and program.
To collaborate and provide advice to administrators and management personnel on matters of diversity, equity and opportunity as it relates to strategic planning, program adherence and other initiatives.
To be responsible for identifying problem areas and recommend changes in the procedures of equity and diversity programs to increase effectiveness.
To oversee staff in the resolution of complaints or discrimination allegations and/or actions and to recommend and/or initiate corrective action appropriate to the assignment.
To develop partnerships with professionals, various interest groups and organizations to share ideas and develop solutions that promote diversity and equity in the workplace and increases utilization of MBEs.
To monitor, measure, and report on the progress of diversity programs and emerging issues, and to recommend optimal solutions.
To analyze MBE data and trends and make recommendations for growth and development of the program.
To be responsible for overseeing the development of metrics for measuring the effectiveness of diversity initiatives, as well as, all operational programs of the office to determine their overall effectiveness.
To attend meetings, conferences, hearings, etc. relative to the functions and operational activities.
To do related work as required.
Required Qualifications for Appointment
Education: Such as may have been gained through: Such as may have been gained through: possession of a Bachelor’s Degree with specialization in Human Resources Management, Public Administration, Political Science, Business Administration, or a closely related field; and
Experience: Such as may have been gained through: considerable employment in a responsible administrative capacity dealing with diversity management, equal employment, affirmative action, or a closely related field.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
Supplemental Information
The successful candidate will have experience and success managing an internal team of professional and paraprofessional employees. The Associate Director will have experience with conducting comprehensive programmatic reviews across state government agencies and review and develop policies and will have proven ability to utilize national best practices and innovation models in addition to developing professional training tools and resources for management and supervisors.
