Full-Time Assistant Program Supervisor Utilities

Job Description

Nature of Work
Under general direction, the Assistant Program Supervisor-Utilities monitors, plans, schedules, and ensures the quality of all special projects and daily operations for the staff engaged in the operation, maintenance, and repair of gas, water, and wastewater systems. Participates in daily field operations and monitors compliance with regulations and standards.

Environmental Factors
Work is primarily performed outside with exposure to all weather and traffic conditions; occasional work performed in an office environment; depending on assignment, may be exposed to live wiring, gas fumes, chemicals, fire, and explosion hazards, and burns.

Physical Factors
Heavy physical labor and ability to lift and carry items weighing up to one hundred (100) pounds; strong verbal, visual and auditory abilities; frequent use of a personal computer and telephone; considerable flexibility to structure daily activities between sitting, standing, and walking; Visual acuity sufficient to conduct on site assessments.

Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Release of Information Form (49 CFR Part 40) required.

This recruitment will be used to fill two vacancies within the Gas section of Utilities but may be used to fill other Assistant Program Supervisor positions in Utilities. Operator Qualified certification will be required after hire.

Full-time, regular, exempt
This position is a grade RX18.

Duties and Responsibilities

• Plans, organizes, schedules, and coordinates activities related to gas, water, and wastewater systems; reviews plans for improvements and maintenance requests and provides technical support and assistance to ensure progress in the field related to the construction of improvements; serves as an acting supervisor, as necessary.
• Coordinates, plans, and manages the utility division maintenance tasks and activities; works in collaboration with other managers and supervisors to troubleshoot gas, water, or wastewater problems and provides support for various maintenance requirements; oversees the keeping of maintenance management documentation on equipment, drawings, and reference manuals.
• Meets regularly with staff to review work in progress, discuss and resolve administrative workload and technical issues and, to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
• Manages field staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
• Participates in various testing to validate the integrity of gas, water, and wastewater systems, identify leaks or problems, and locate lines for utility related work; facilitates in fabrication of steel welding for projects.
• Monitors and coordinates the work of outside contractors performing work on various projects serving gas, water, and wastewater systems; serves as a skilled point of contact to ensure that all work is done timely and effectively.
• Reviews, evaluates, and checks project documentation from consultants, architects, and engineers for compliance with all relevant regulations, codes, guidelines, and policies; identifies errors or discrepancies, gathers appropriate information to recommend effective resolutions, and assists with the creation of various requests for proposals.
• Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
• Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
• Advises and communicates with departments and regulatory agencies regarding scheduled and unscheduled outages; handles emergent situations when needed, provides quick response to collect information, and ensures uninterrupted services and quick maintenance.
• Performs division safety, training, and testing for personnel; ensures all necessary activities and testing are completed for licensing and basic safety standards; ensures changes to policies are communicated effectively.
• Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications
High School Diploma, GED AND three (3) years of experience in utilities and field operations for a utility organization. A
combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)
Valid Driver’s License is required. Class A or B commercial driver’s license may be preferred. Journeyman Gas License and Operator Qualified; Water or Wastewater Level IV Certification and Operator Qualified may be required for some positions. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

SALARY: $55,993.81 – $79,831.02 Annually
