Essential Functions and Objectives:
Accountability for leading and managing the day to day operations of a broader strategic function and shapes the district framework in a forward thinking and dynamic manner. Influences district decision making for program priorities, support structures and resource allocation. Leads the execution, maintenance, projects’ implementation, change management, and cross-functional alignment of workstreams; ensures program and district compliance with relevant industry, state and federal regulations.
Lead the District’s predictive analysis in providing actionable data and reports to district leadership to support the district’s long-term planning and the operational effectiveness of the resources to support students. Support a team of analysts and specialists to provide geographic information, enrollment projections and forecasts, predictive analyses that support strategic decision-making and operational effectiveness, the deployment of resources, and the future trends of both students and operations.
– Formulates and aligns program goals and objectives to achieve successful outcomes, as defined by the district; ensures governance and long-range strategic direction of the program with a broad understanding of the context, decision making rationale and district implications. Establishes systems, structures, tools, policies and procedures to enhance the efficacy of the program, including those related to communications and training.
– Directs, administers, and evaluates program operations, policies and procedures relevant to the lifecycle of the program; ensures effectiveness and demonstrates outcomes beyond program establishment. Coordinates and tracks program expenditures and adjusts project activities, specifications, proposals, contracts and schedules to meet overall program objectives within budget.
– Sets and monitors new program priorities, including: objectives, benefits, key deliverables and resources. Manages long and short term work plans and schedules to track progress; ensures milestones are attained; identifies, analyzes and mitigates project risks, solving for project ‘roadblocks’; assesses outcomes and lessons learned; provides timely and accurate project deliverables.
– Conducts district-wide outreach to strengthen the program through relationships; engages community leaders, practitioners, partners and district stakeholder to encourage meaningful engagement at all levels of program operations and proactively enhances program value across the district. Identifies stakeholder needs, leverages assets and is a catalyst for strengthening the program within the community.
– Support the CFO and Executive Director of Finance with predictive analysis that will support operational functions in the district including district wide enrollment and demographic trends, staffing dynamics including predictive analysis on retention in particular roles, trends in student needs such as speech language, occupational/physical therapy, and other highly specialized student needs, predictive trends in core business functions like Food and Nutrition Services, Use of the District’s Facilities, and Transportation of the District’s students.
– Project or report on upcoming enrollment for the district as a whole, as well as each school, by grade, and by classifications. Collaborate with cross departmental leaders in Finance, Planning, and Schools Division on the trends in enrollment at particular grade levels and schools.
– Work with external partners to forecast long-term (up to 15 years out) enrollment by neighborhood by grade level and ensure that forecasting methodology is reliable, repeatable and continuously reviewed.
– Support community processes by providing in-depth analyses related to enrollment impacts as a result of changes to school options.
– Lead internal analyses that will be presented to the district leaders, the Board of Education, school communities and the community at large.
– Work collaboratively with GIS analysts to manage resources that support geographic systems for family / school use.
– Liaise with department and school leaders to provide insights related to enrollment and other topics.
– Advise the Executive Director of Finance and CFO on matters related to the school portfolio.
– Collaborate with City and private developers to identify and quantify the impact of residential real estate development to neighborhood forecasts particularly focused on enrollment and student changes in the city.
Knowledge, Experience & Other Qualifications:
– Minimum of ten (10) years of analytical or management experience, preferably in education or urban planning.
– Minimum of two years managing junior resources, both technical and analytical, including coaching on new concepts, preferred.
– Knowledge of program management best practices.
– Work style that yields high results when working independently or as part of a team.
– Ability to foster effective relationships with district staff, schools, and external partners.
– Proficiency in using SQL and some experience with GIS databases, preferred.
– Ability to prioritize multiple projects.
– Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources.
– Demonstrated results developing and driving forward cross functional initiatives in a collaborative environment.
– Ability to multi-task without compromising integrity or fidelity.
– Experience and proficiency with Microsoft Office/Google Suite products and/or Project Management Software (e.g. Excel, Word, Outlook and PowerPoint).
– Effectively handle multiple demands and competing deadlines.
– Inspired, visionary who can foster/generate excitement, buy-in and understanding with colleagues and employees outside of the team.
– High degree of integrity in handling confidential information.
– Demonstrated knowledge of principles of strategy development, planning and project management, preferred.
– Demonstrated ability to develop very strong relationships with multiple stakeholders inside and outside the organization, preferred.
Education Requirements:
– Bachelor’s Degree in urban planning, business, public policy or a related field, required.
– Master’s degree in business, public policy, planning or a related field, preferred.
