Essential Functions and Objectives:

Responsible for maintaining the operational and transactional responsibilities of the department. Manages the coordination of day to day activities of a specific business function. Primary emphasis is achieving results by building engagement and empowering their teams. May have exposure for district wide initiatives.

Responsible for planning, organizing and directing the activities of the Strategic Sourcing department. This includes management of the District’s Independent Contractor Agreement program. Responsibilities also include managing the requests for proposals, bids and purchase order processes. Further functions include customer service and purchasing management for larger departments and programs of the District. Additionally, this position will collaboratively assist with the optimization efforts of the Districts recent ERP (Enterprise Resource Planning) system focusing on the purchasing modules and assisting with other finance modules as required.

Manage and work with respective teams to implement policies, procedures, programs and initiatives that pertain to their functional unit. Set clear goals, organize work plans, and divide work accordingly. Assure adherence to daily operational items, such as budgets, schedules, and performance.

Apply managerial thinking and decision making to deliver results and ensure project/team success. Provides leadership to teams in their area of responsibility.

Solve for problems, including defining, tackling and mitigating issues or situations. Map or assess situations, formulate options and provide guidance within a defined latitude.

Establish targets, analyze performance and follow up to ensure achievement plan is attainable. 

Analyze past trends, identify gaps, and understand district to provide recommendations.

Work on issues that require thorough analysis; apply discretion for decisions that could impact short term goals. Uses set guidance, policies and procedures to make decisions and address operational challenges.

Collaborate with other functions, peers and teams. Gain credibility and cooperation across the organization. Convey progress and goal results with functional areas. Conduct trainings, present findings & materials and other deliverables.

Improves team performance through coaching, feedback and mentoring. Entrust and motivate direct reports by providing direction, and facilitate skill building.

Researches practices, trends and policies and oversees development of improved methods to enhance sourcing/purchasing, supply and administrative functions.

Collaborate and support the efforts in optimizing our ERP system, evaluate available functionality and how it can best be implemented to improve the Sourcing/Purchasing Department’s efficiency and effectiveness.

Develops standardized programs for assigned commodities, developing necessary sourcing/purchasing procedures and communication to support.

Analyzes market conditions and trends which may impact pricing and availability of products/services and provides critical information to senior level management.

Executes established operational goals and ensures that District wide plans are complemented and supported.

Manages District’s purchasing programs such as the Independent Contractor and Staffing Agency programs.

Develops and maintains bid/RFP evaluation specifications.

Negotiates contracts and terms.

Supports necessary record keeping pertaining to solicitations, contracts, purchase orders, requests for purchase, vendor audits, and purchases conducted through consultants, external bidding, etc.

Works collaboratively with District leadership to develop and issue Bids and Requests for Proposals (RFP).

Interacts with schools, departments and vendors.

Administers vendor performance against contracts and agreements, pursues corrective actions regarding inadequacies, deficiencies or improprieties.

Prepares responses to public requests for information.

Other duties as assigned. 

 

Knowledge, Experience & Other Qualifications:

Five (5) or more years of experience in sourcing/purchasing, preferably in a school district or other public entity.

Two (2) or more years of management responsibility.

Three (3) years of experience in purchasing management – supervising the work of others is preferred.

Preferred certifications- CPPB-Certified Public Purchasing Buyer, CPPO-Certified Public Purchasing Officer, or C.P.M.- Certified Purchasing Manager.

Knowledge of applicable laws and regulations.

Strong organizational and analytic skills and strong attention to detail.

Self-starter/leader who can anticipate department needs in a proactive (versus, reactive) manner.

Ability to develop and interpret data and manage resources.

Ability to motivate and influence others.

Ability to effectively lead a team.

Demonstrated proficiency with Google Suite.

Ability to multi-task and juggle management of several high-priority projects in parallel.

High degree of integrity in handling confidential information.

Strong interpersonal and leadership skills, including the ability to lead a high-performing team.

Extensive experience in bid preparations (bids, RFP’s) and evaluations in support to a wide variety of goods and services.

Experience in negotiating contracts, terms and conditions.

Excellent communication skills (written and verbal).

Ability to work with people at all levels within the District and the community.

Ability to plan, direct and motivate the work of others.

Extensive knowledge of procurement rules and regulations.

Knowledge of procurement practices and processes.

Extensive knowledge of strategic sourcing and developing similar programs.

Ability to establish key metrics used to measure department effectiveness.

Superior customer service and customer support.

Education Requirements:

Bachelor’s Degree in Business, Educational Administration or related field.

Master’s Degree preferred.
