Salary Range: $68,683 – $83,116

Essential Functions and Objectives:

Accountability for leading and managing the day to day operations of a broader strategic function and shapes the district framework in a forward thinking and dynamic manner. Influences district decision-making for program priorities, support structures and resource allocation. Leads the execution, maintenance, projects’ implementation, change management, and cross-functional alignment of workstreams; ensures program and district compliance with relevant industry, state and federal regulations.

The Senior Program Manager, School Redesign is responsible of managing the district’s intensive tier school design processes including turnaround planning, restart, redesign, SPC, and state accountability pathway planning. They lead the implementation and management of district’s Intensive Tier School Design processes and manage the school planning process for all district and state accountability actions including new school design, state actions and school closures.

– Formulates and aligns program goals and objectives to achieve successful outcomes, as defined by the district; ensures governance and long-range strategic direction of the program with a broad understanding of the context, decision making rationale and district implications. Establishes systems, structures, tools, policies and procedures to enhance the efficacy of the program, including those related to communications and training.

– Directs, administers, and evaluates program operations, policies and procedures relevant to the lifecycle of the program; ensures effectiveness and demonstrates outcomes beyond program establishment. Coordinates and tracks program expenditures and adjusts project activities, specifications, proposals, contracts and schedules to meet overall program objectives within budget.

– Sets and monitors new program priorities, including: objectives, benefits, key deliverables and resources. Manages long and short term work plans and schedules to track progress; ensures milestone are attained; identifies, analyzes and mitigates project risks, solving for project ‘road blocks’; assesses outcomes and lessons learned; provides timely and accurate project deliverables.

– Conducts district-wide outreach to strengthen the program through relationships; engages community leaders, practitioners, partners and district stakeholder to encourage meaningful engagement at all levels of program operations and proactively enhances program value across the district. Identifies stakeholder needs, leverages assets and is a catalyst for strengthening the program within the community.

– Leading the implementation of the district’s turnaround strategy including managing the competitive application process for school restarts and redesigns.

– Managing all aspects of the school planning year (Year-0) including principal planning support, community design, facility readiness, curricular supports, budgeting, scheduling, staff hiring and training, and all readiness planning for school to open.

– Managing the school board’s process for school improvement and closure for district managed schools (the School Performance Compact), including facilitating school teams through an Accelerated Improvement Planning process that culminates in a deep improvement plan with Board Approval.

– Leads on the district’s plan for state accountability actions (Years 1-5), & when schools are identified for a state pathway plan by CDE, and leads on this planning including cultivation & contracting with school operators, facilitating the design & preparing for state board reports & presentations.

– Implements the community design process based on district decisions around school mergers, closures, and consolidations.

– Leads the district’s planning for new schools that are called for through the Call for New Quality Schools. This includes applicant cultivation, application sponsorship, and application development through the district’s competitive application process.

– Manages the start up/ launch of school turnaround plans and new school openings. This includes all aspects of the school’s academic and operational readiness and planning for sustainability (phase in) and financial planning to scale over the first five years of implementation.

Knowledge, Experience & Other Qualifications:

– Two (2) or more years of experience with school start up, District and State Policy on school turnaround.

– Two (2) or more years of management responsibility.

– School Leadership or Teaching License preferred.

– Knowledge of program management best practices.

– Experience working with school based teams or leading professional development programs with schools.

– Knowledge of social-emotional intelligence curricula, behavior intervention, and/or multi-tiered systems of support, trauma informed care and implementation processes.

– Ability to prioritize multiple projects.

– Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources.

– Ability to multi-task without compromising integrity or fidelity.

– Experience and proficiency with Microsoft Office products and/or Project Management Software (e.g. Excel, Word, Outlook and PowerPoint).

– Effectively handle multiple demands and competing deadlines.

– Inspired, visionary who can foster/generate excitement, buy-in and understanding with colleagues and employees outside of the team.

– High degree of integrity in handling confidential information.

– Expertise in school design processes.

– Experience with Change Management processes and Community Engagement.

– Understanding of state and district policies around school turnaround.

Education Requirements:

– Bachelor’s Degree in School Leadership, Community Engagement, School Start Up, or School Improvement required.

– Master’s Degree in School Leadership, Community Engagement, School Start Up, or School Improvement preferred.
