The National Security Innovation Network (NSIN) is hiring a full-time Systems Integration Manager in Arlington, VA.
About Your New Team:
NSIN is a U.S. Department of Defense (DOD) organization with the mission to build networks of innovators that generate new solutions to national security problems. NSIN does this by building communities of non-traditional defense problem solvers from the academic and venture communities, presenting these communities with national security problems through direct interaction with the DOD, and supporting the further development and transition of these solutions into the DOD. The principal way in which NSIN achieves its mission is through three mutually supporting portfolios of programs: National Service, Collaboration, and Acceleration. NSIN’s Regional Network Team is physically located in more than 35 different locations throughout the United States and is responsible for building the new communities of problem-solvers through which NSIN executes its programs. About Your New Role:
NSIN is building out a new unit focused on connecting with private capital, DoD prime contractors, and large major command equivalent customers. This person will be working with the Transition Cell Director at NSIN to build relationships with large prime contractors and assist the director in work with Department of Defense customers. The expectation is that the person coming into this role is comfortable with Federal Acquisition Regulations (FAR) and non-FAR contracting pathways. As a manager this person will also have 2-3 additional individuals to manage by the end of FY22, and have the opportunity to help shape those positions.
To do this job well, the incoming person will need to spend a good portion of their time working with teammates. As an organization that now has over 60 people, there is a need to advise both the Regional Network Team and Program Managers on various options for transitioning technologies within the DoD. At least initially, these tasks will take up the highest portion of your time (50%).
Secondly, there are over 400 early stage ventures that NSIN has worked with over the last two years. A good portion of these ventures are ready to make the transition to being a steady sub-contractor or prime, and will need some help. Most of them have only received smaller grants and Phase I/Phase II SBIRs. The second highest portion of your work will be to use your expertise of procedures to move these ventures to more advanced contracts (30%).
Lastly, there will be a need for you to help keep the Transition Cell Director organized and up to speed with new opportunities. You and your future team will do some analysis of the DoD budget landscape; including the various budget cycles and growing list of contract vehicles (20%).
What We Are Looking For in a Teammate:
- Deep understanding, as a subject matter expert, of the various ways of contracting for the Department of Defense. This includes actions such as SBIRs, OTs (prototyping/production), Prize Authority (2374a), IDIQs, etc.
- A background working with large DoD prime contractors and an understanding of their unique challenges in utilizing large contract vehicles.
- General understanding of the small business community and the rules associated for them to register (SAM, DUNS, etc.) and respond to RFPs.
- Ability to organize and analyze a large volume of data associated with DoD contracting opportunities, and the ability to communicate this to the NSIN team.
- Possess at least an earned B.A./B.S. degree
