Full-Time Transit Operator Laborer

Job Description

Transit Operator/Laborer is responsible for operating a public bus according to an established route, adhering to a predetermined schedule in a safe, efficient and courteous manner to allow passengers to board, travel and alight at scheduled stops; also performs light routine maintenance of transit vehicles. Must be able to work flexible schedules involving split shifts, weekends, holidays, early mornings, late nights and overtime as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Safely operate a large passenger vehicle in moderate to heavy traffic; Clearly broadcast ADA required announcements in English, provide accessibility for disabled passengers to board and alight by properly operating all ramps and lifts and safely securing passengers in compliance with ADA guidelines and City policy. Board and alight passengers at established stops; Collect and tally appropriate fares; Issue and collect transfers; Sell punch passes; Load and secure wheelchair bound passengers at established stops; Give clear and detailed directions to passengers in response to questions; Maintain order in the vehicle and at the transit center; conduct self in an appropriate manner; act as an ambassador for the City of Oshkosh transit system. Perform vehicle inspections before, during and after scheduled work assignments. This includes internal and external areas of the bus, reporting all defects on proper forms.
• Perform routine preventive maintenance on diesel transit buses, service vehicles, facilities, and support equipment; Perform minor repairs as needed or reported; Fuel buses; Check fluid levels and top off; Clean exterior and interior of buses, inspect for defects and report such defects; Park buses in assigned locations; Repair, mount, dismount, and re-groove tires; Perform road service calls/repairs, tow buses as required; Assist in snow removal, mount and dismount plows on trucks; Assist all shop employees with repairs as needed; and Maintain good housekeeping standards.
• Follow all safety practices and standards. Complete accident and incident reports accurately and legibly, as necessary. Complete fare box, passenger and bus maintenance defect reports as necessary. Prepare clear and written reports as requested. Follow City policy for handling lost articles including a visual inspection of the bus at the end of the line and at pull-in.
• Maintain grounds, building, transit center, bus benches and shelters.
• Perform other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS
Education and experience:

• Graduation from high school (diploma) or GED equivalent.
• Clean driving record for at least one year.
• Previous driving experience with buses or trucks.
• Possess and maintain a valid Wisconsin Class A, B, C, D Commercial Driver’s License with passenger endorsement and no air brake restriction.

Necessary Knowledge, Skills and Abilities:

• Working knowledge of public bus operation and minor maintenance repairs.
• Working knowledge of motor vehicle laws.
• Working knowledge of work hazards and safe driving practices.
• Ability to operate a large transit vehicle on schedule and in all weather conditions.
• Working knowledge of, and ability to apply, ADA service requirements.
• Ability to properly assist individuals with disabilities using the service in a safe, respectful and courteous way, with appropriate attention to the difference among individuals with disabilities.
• Ability to follow oral and written instructions.
• Ability to cope with stress, make independent decisions and exercise sound judgment in stressful or emergency situations.
• Ability to withstand local weather conditions.
• Ability to pass the transit operator test, pre-employment physical ability test and drug screen.
• Ability to comply with Federal Transit Administration Drug and Alcohol Policy.
• Ability to maintain effective relationships with other employees and the public and deal with the public in a courteous and tactful manner.
• Working knowledge of standard defensive driving techniques.
• Ability to provide satisfactory work attendance, including the ability to be punctual and report to work when scheduled.
• Ability to work unusual hours, including split-shifts, weekends, holidays, early mornings, late nights and overtime as required.
• Ability to keep a timely schedule.
• Knowledge in the use and operation of radio communication systems.
• Working Knowledge of first aid techniques.
• Knowledge of mechanical repairs.
• Knowledge of the proper operation and maintenance of city vehicles and all maintenance equipment.
• Knowledge of working hazards and proper safety practices.
• Knowledge of all tools, equipment, materials, methods and practices used in light vehicle repair.
• Ability to work efficiently from manuals, blueprints, charts or written and oral instructions.
• Ability to keep records and make reports.

TOOLS AND EQUIPMENT USED

Tire mounting/dismounting machine, forklift, motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic’s tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles, phone; mobile or portable radio.

Must supply a necessary selection of hand tools to perform repairs.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
