Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. CASA volunteers are appointed by judges to watch over and advocate for these children in court, school and other settings; with the goal of reuniting children with their families whenever safe and possible. Volunteers stay with each case until it is closed with the goal of ensuring these children are kept safe and have the opportunity to thrive and grow.
In Texas, there are 72 local CASA volunteer advocacy programs with more than 11,000 volunteers serving nearly 30,000 children in 219 counties across the state. Texas CASA is the statewide organization that provides funding, resources, training and support to these local programs to ensure they can operate effectively and seek out the best possible volunteers who will advocate passionately for the children they serve.

POSITION SUMMARY:
The Grants Management Specialist I is responsible for the administration of the Victims of Crime Act (VOCA) Advocate/Volunteer Travel, VOCA Background Check, Title IV-E, and License Plate grants, as well as other grant projects as assigned. Administration duties include ensuring compliance with grant contract requirements and providing technical and administrative assistance to local CASA programs. The Grants Management Specialist I will also manage the financial documentation submitted by local CASA programs as required.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Serve as the contact with outside funding agencies (Health and Human Services Commission (CVC), Criminal Justice Division (VOCA), Health and Human Services Commission (License Plate), and Department of Family and Protective Services (Title IV-E) concerning grant fund requests and reports.
- Manage monthly Requests for Reimbursements (RFRs) submitted by local CASA programs for assigned grant funds.
- Manage the processing of CVC and VOCA RFRs and related reimbursement reports and spreadsheets.
- Assists the Senior Grant Management Specialist and Grants Management Specialist II as needed in the administration and processing of CVC and VOCA RFRs and related reimbursement reports, budget revisions and grant application process.
- Review grant adjustment requests from local programs on Select grants or other funds as assigned. Make recommendations for approval of the request to the Chief Grants Management Officer.
- Provide daily operational and technical assistance to the CASA network regarding all grant related issues (RFRs, applications, budget adjustments, etc.).
- Create and execute all annual select pass-through and direct reimbursement grants prior to the start of each fiscal year.
- Be responsible for the development and management of annual application processes for assigned grants.
- Manage and provide oversight for local program grant contracts and documents for assigned grants.
- Manage the review and approval of local program budgets for eligibility according to each fund source’s guidelines.
- Assist in the review and approval of local program budgets for eligibility according to each fund source’s guidelines for all select pass-through grants.
- Develop and prepare grant reports and spreadsheets as required or requested by funding agency or Chief Grants Management Officer.
- Assist in the development and presentation of grant-related materials, guidelines, and training to local CASA programs.
- Assist local programs in working with the online data manager (ODM) and Texas CASA website.
- Work with the Database Administrator to optimize ODM grant function and usage for the Grants Department and local CASA programs.
- Request and review monthly RFR supporting documentation for each program once per year on a randomized basis.
- Create and analyze local program grant reports using data and reporting function in the ODM.
- Work with internal Texas CASA teams to provide relevant administrative information to local programs.
- Analyze current processes and procedures and make recommendations to improve efficiencies and quality of services and programs.
- Provide and ensure high quality customer relations when working with colleagues, the CASA network, and Texas CASA funders.
- Assist with the Texas CASA Annual Conference as needed.
- Other duties as assigned.
QUALIFICATIONS:
- College degree or equivalent experience in accounting, finance or business administration.
- Five or more years grants management or accounting/business experience.
- Some knowledge of the Uniform Grants Management Standards (UGMS) and the Office of Justice Programs (OJP) Financial Guide.
- Must pass background check.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
- Work will primarily be performed in an office environment requiring ongoing computer use.
- Must be able to remain stationary for long periods of time.
- Travel may be required up to 10% of the time throughout Texas. During this time, the employee may be occasionally exposed to a variety of working and environmental conditions.
- This position requires frequent communication in a multitude of settings. Must be able to exchange accurate information in these situations.
