Position Title: Neighbors First Case Manager Supervisor

Reports to: Division Director

FLSA: Exempt- Administrative

Location: Neighbors First Division Office

Developed by: Division Director

Hours: Monday – Friday 9:00 AM – 5:00PM, some evenings and holidays.

Participation in an emergency on-call rotation.

 Summary:

The position leads the case manager team in providing permanent supportive housing and intensive case management services to people experiencing homelessness or at risk of experiencing homelessness in DC using a Housing First Model. The Assistant Director will supervise the Neighbors First Individuals Case Management Team, provide training to staff, and ensure all program policies and procedures are adhered to. The Assistant Director helps ensure that homeless individuals maintain housing and rebuild their lives relying on their own strengths, using wraparound resources in a holistic, participant-driven process.  The Assistant Director collaborates with partnering agencies to ensure stabilization and self sufficiency of all program participants.

Responsibilities:

  • Provide field and office based supervision to Neighbors First Individuals Team on a program level and individual case supervision, spending approximately 20% of time in the field, ensuring that each Case Manager receives field supervision quarterly.
  • Act as the direct supervisor of assigned staff, this includes performance management, managing schedules, hiring, onboarding and off boarding.
  • Conduct face-to-face contacts with PSH consumers as needed, including completion of outreach, engagement, and intake services.
  • Attend and facilitate weekly meetings such as staff meeting and case staffing.
  • Manage and develop Neighbors First Individuals programs, including the development and implementation of overall program level policies and procedures, in collaboration with Division Director.
  • Identify, develop, and lead trainings to Neighbors First Individuals staff and assist in tracking of all trainings.
  • Complete and manage monthly and quarterly programmatic reports for DHS and Friendship Place.
  • Review program documentation such as: monthly and quarterly documentation, case notes, reports, and database to ensure quality assurance and improvement needs are met.
  • Attend DHS 1:1 meetings, provider meetings, and any other required meetings.
  • Collaborate with external agencies providing services to participants, including community and government agencies.
  • Participate in multidisciplinary meetings and regular supervision.
  • Demonstrate empathy and flexibility in responding to participant and staff’s needs.
  • Attend professional trainings to ensure best practices are always developed and adhered to with the Neighbors First Program.
  • Perform all other duties as assigned.

Qualifications:

  • Masters’ degree in Social Work or Counseling
  • 4+ years of experience in providing human services
  • 2+ years’ experience in a supervisory role
  • Candidates that arein the process of obtaining their license for Licensed General Social Work (LGSW) or Licensed Practical Counselor (LPC) are preferred
  • Experience with program management and providing supervision to staff
  • Understanding and/or experience working with individuals experiencing homelessness, addiction, mental illness, and trauma
  • Experience and understanding of adult rehabilitation services
  • Understanding of the Housing First Model and Harm Reduction
  • Strong clinical and crisis management skills; written and verbal skills
  • Ability to work in a culturally diverse, fast paced environment
  • Strong commitment to mission, including racial equity and social justice
  • Ability to work as a team player

Working conditions:

80% of the time in an office setting and up to 20% traveling via car or in the field.  Includes visits to various environments such as shelters, day programs, other government agencies, and participant’s homes.

Supervision and oversight to staff who are on-call, which may include being available via phone 24 hours a day, when scheduled. Infrequent evening or weekend hours (agency events).

 Physical and Environmental Requirements:

Must be able to sit for extended periods of time with repetitive motion and positions. Employee must be able to operate a motor vehicle. Some lifting may be required (up to 25lbs).

 Background checks:

The selected candidate will be required to pass a criminal history background check and/or fingerprinting including FBI, MDP.

Specific Requirements:

The selected candidate must have his/her own transportation to carry out job duties and responsibilities. The vehicle must meet legal requirements (insured, registered, etc.) and the employee must have a valid driver’s license.
