Job description
The scale and complexity of the EU Exit Portfolio is huge, covering Customs, VAT, Excise, Direct tax and security of the border as well as a complex and varied set of external stakeholders. This means that the delivery model of the Portfolio and the level of information to handle is highly complex.
You will need to apply judgement to ensure that the Portfolio focuses on the right risks and issues by understanding the relative importance, impact and priority of these to ensure the Portfolio stays on track to deliver against extremely challenging timelines.
Other key responsibilities include:
• leading on the day to day management of the EU Transition Portfolio including the overall Portfolio budget
• leading development and maintenance of the portfolio plan
• proactive management of portfolio risk and issues
• providing advice to Ministers and senior managers on Portfolio progress
• producing the weekly delivery assessment for Directors General and Ministers
• Reporting to the Portfolio Director you will be responsible for day to day decisions within the Portfolio Management function, including setting the level of delivery confidence of the Portfolio.
You will work with Programmes to ensure that the information presented at portfolio level is accurate and that escalations from programme to portfolio level are made in a timely manner; ensuring that any escalations are managed and are further escalated to the HMRC Executive Committee as appropriate.
A key part of this role is the early identification of risks and issues and ensuring timely resolution to minimise impact on the overall cost, timeline and quality of delivery. This will involve running deep dive activities where appropriate to monitor and drive progress of actions to address risks and issues.
You will work with the Programmes to manage and prioritise resources allocation across the Portfolio.
In addition, you will have to ensure that the Portfolio Management function optimises the collection and analysis of performance data to identify the key risks and issues in a timely way and make judgements on escalations quickly to minimise adverse impact on delivery.
The role requires significant engagement with senior stakeholders in both HMRC and OGDs (Other Government Departments). This will often involve the handling and resolution of difficult issues.
You will have direct line management responsibility for 4 G6 grade team leaders across 4 locations and will be accountable for the deployment of the team resource to achieve delivery of the key responsibilities, and accountable for the use of delegated budgets for the team.

The successful candidate will be a project delivery professional who is a highly skilled and influential leader with the ability to make effective decisions in a complex and ambiguous change environment.
In addition, you must be able to demonstrate the following (this is not a definitive list):
• excellent communication skills with an ability to persuasively set out issues and options
• proven ability to influence at senior levels
• proven experience of managing significant budget and resource allocations and supporting prioritisation decisions to optimize delivery of agreed outcomes
• proven experience of managing risks and issues including handling escalations and managing relationships across key stakeholders to ensure timely escalation and resolution
• that you are comfortable and can be flexible in working with a significant level of ambiguity, that you are resilient under pressure and can work effectively in a complex and high-pressure change environment
• previous experience of managing a large programme office or portfolio office or direct management of a large programme is essential
Qualifications
• A formal project delivery qualification such as Management of Portfolios or MSP is desirable.
