Full-Time Head of Strategy and Organisation Development

Job Description

This is an exciting opportunity to join a fast paced and maturing organisation, Revenue & Customs Digital Technology Services (RCDTS) as the Head of Strategy and Organisation Development. As an experienced IT leader, you will use your considerable expertise, leadership skills and knowledge to influence, shape and lead the future of RCDTS and its teams.

RCDTS was set up in 2015 as a subsidiary of HMRC’s Chief Digital & Information Officer Group (CDIO) and has one of the largest customer bases in the world. RCDTS is wholly owned by HMRC and provides services directly to HMRC alongside its direct Digital workforce.

RCDTS are embarking on an ambitious and challenging digital transformation supporting HMRC which will result in HMRC becoming one of the most digitally advanced tax authorities in the world. Our digital business runs the IT behind tax and benefits services for 45 million individual and 4.9 million business customers.
Reporting directly to the Chief Operating Officer in CDIO (who is also a member of the RCDTS Board), you will provide strategic direction and leadership to the RCDTS teams in the development of high quality, innovative strategies, policies and procedures to develop the RCDTS Business Model as it moves through a significant period of change.

The role

As the most Senior Leader within RCDTS, you will be accountable for shaping the culture of our organisation, setting clear direction to a team of 12 Senior Leaders who operate within highly driven, challenging roles within our IT focused environment.
You will ensure that all leaders within the organisation are focused on being customer driven, operating as engaged and visible leaders who treat everyone with respect, championing the recognising and rewarding of talent. You will partner closely with your wider community in the technology space to share standard methodology and contribute to developing an agile, positive and responsive organisation.It is vital that the organisation communicates well, both with its people, and to the wider technology sector, to our customers, and to HMRC. You will use your experience to energise the organisation’s leaders, be responsible for setting the IT strategic direction of both people and services, and the context of our vision and business objectives. Specifically, you will realise the vision of a strategy that delivers the right people with the right skills and diverse talent to the right areas of our business, now and into the future. You will be accountable for driving through a positive culture and supporting the capability build within the wider teams and should have a proven track record. This will be combined with delivery of high quality and industry-leading IT solutions to support HMRC’s Business Services which will enable it to continue its journey to become a world class tax authority.

Responsibilities include:

Leadership – Specifically, a consistent track record of: Leadership of a sizeable organisation across multiple sites; ensuring the purpose, objectives and capabilities are understood by key organisation partners and its employees; accountability for all aspects of people engagement and driving through cultural change, and transformation activities; acting as the voice of employees, working as part of an extended leadership team and being a pro-active member of this group; creation and evolvement of an innovative and agile workforce, able to identify trends and opportunities to shape service provision to exceed customer expectations; drive forward the implementation of the vision, acting as an organisational advocate, able to provide checks and challenge at Board and senior leadership level.

Capability Build – Specifically, a consistent track record of: Setting long term strategic aims, building capability for now and the future; support the development of a digital/technology function, establishing effective relationships with senior stakeholders and other governance groups; strong understanding of how to create, lead and maintain professions and communities to support ongoing professional development.

Strategic input – You will be accountable for the alignment of the RCDTS Resourcing Model to the wider HMRC and CDIO initiatives such as CDIO Resourcing and Sourcing Strategies; Influencing the vision for the organisation and its long-term strategic aims and setting the strategic direction of services provided to HMRC; providing assurance to the RCDTS Board on the People and Cultural plan and progress; positively influencing the RCDTS team to ensure the HMRC vision is understood.

Essential Knowledge, Criteria and Skills

To be successful in the role, you will need to have validated experience of:
• Being an outstanding leader within an IT organisation and have gained the trust and confidence of employees and senior stakeholders.
• A successful track record of leading and running diverse teams
• Excellent critical thinking skills, with a consistent record of articulating and delivering a long term, inspirational, vision for an organisation.
• Organisational design and development knowledge with the confirmed ability to deliver organisational change
• Ability to run an organisation, managing budgets and finding opportunities for efficiency and change, with the ability to shift resources to meet changing priorities.
• Ability to represent the organisation at major stakeholder events.
• Experience of working at a senior level on strategic IT-related services.

Desirable Knowledge, Criteria and Skills

• Experience in leading teams with a mixture of public and private sector staff

Actual Salary £82,000p.a.

Alongside the interview, a Staff Engagement Exercise will take place before the interview, on the same day. You will meet with a group of staff who may be future team members, peers, colleagues or stakeholders and you will do a short presentation on a given question and there will be a Q&A. The aim of the exercise is for you to engage with the staff group (around 6) and present your previous experiences, ideas, views and thoughts on effective leadership in relation to the role.
